Climate and Ocean Adaptation and Sustainable Transition
In Q4 2024, DAI were awarded and started the £100M, FCDO funded Climate and Ocean Adaptation and Sustainable Transition (COAST) program. COAST will support small scale fisheries, sustainable aquaculture, and protect critical marine habitats in the four priority countries of Mozambique, the Philippines, Indonesia and Vietnam.
DAI’s vision for COAST is “to revolutionise coastal and marine ecosystem management through a pioneering approach that uniquely combines local community empowerment with national reform and global advocacy.” We will seek to integrate cutting-edge technologies to address marine and coastal challenges, focusing on scalable, transformative solutions for across our interventions. COAST will be led by our UK based Project Management Unit and implemented by teams in each of the 4 COAST priority countries.
To deliver COAST’s vision, DAI will provide technical assistance and grants:
· COAST’s technical assistance will support governance frameworks to enable sustainable marine and coastal management. This includes developing inclusive, resilient, and long-term policies aligned with global biodiversity and climate goals.
COAST’s grants will empower communities to lead conservation efforts while fostering sustainable livelihoods and ensure that biodiversity benefits directly reach local populations, bridging conservation with economic opportunity.
Country TAF Manager Role and Responsibilities
DAI is seeking a highly motivated and collaborative Country Technical Assistance Facility (TAF) Manager to join our COAST team in Indonesia full-time. The Country TAF Manager will work with the Country Team Leader and COAST Senior Programme Manager to establish the Technical Assistance Facility Procedures and support the design, selection and management of the TA packages across their country portfolio.
Responsibilities:
· Oversee the TA Facility in line with the agreed TAF processes including develop robust Terms of Reference, screening and selection processes, and supporting, robust evaluation and negotiation of offers.
· Lead on all administrative, contractual and reporting requirements for each TA assignment including coordinating of evaluation / screening meetings, identification of suitable TA providers, negotiating fee rates and deliverables, conducting vetting & reference checks, obtaining approvals (from COAST and FCDO), and drafting TA contracts for each assignment.
· Lead on mobilising of TA providers for assignments ensuring kick off meetings, regular review points and reporting are conducted; identify if issues are arising and ensure they are efficiency addressed by the allocated COAST Point of Contact and the TA provider as appropriate.
· In coordination with the Country MEL Manager, support the establishment of the MEL / results collection for each TA assignment ensuring it contributes to the wider MEL Framework and data is effectively captured and reported.
Country TAF portfolio management:
· Oversee the portfolio of Technical Assistance activities; identify learnings (from the TA activities themselves or the COAST TA processes) to improve our approaches and offers, contributing to wider team learning and results. Regularly review the TA processes with the other Country TAF Managers, COAST DTL and Senior Programme Manager.
· In coordination with the Country Team Leader and Grant Manager ensure learning from the Technical Assistance Facility feeds into prioritisation and processes for COAST’s grant activities and other COAST activities where relevant.
