Position: Bids and Proposals Manager - Rail InfrastructureWe are looking for a dynamic and motivated Bids and Proposals Manager with a strong background in Rail Infrastructure. This role is perfect for someone with expertise in wayside signaling, CBTC (Communication-Based Train Control), onboard systems, electrification, and network communications systems. Travel is minimal (less than 10%). What You'll Do:Lead the entire bid and proposal process for rail infrastructure projects, from finding opportunities to final submission.Navigate the approval process according to PM@Siemens guidelines and Limits of Authority (LoA).Collaborate with cross-functional teams, including engineering, finance, legal, and sales, to develop comprehensive proposals that meet client needs.Analyze bid documents, RFPs (Request for Proposals), and RFIs (Request for Information) to determine project scope, timelines, and resources.Develop technical proposals, ensuring accuracy, compliance, and alignment with client specifications.Work with subject matter experts to gather technical inputs, project cost estimates, and risk assessments.Create compelling value propositions and differentiation strategies to enhance proposal competitiveness.Review and edit proposal content for clarity, coherence, and consistency.Support contract negotiations and transition awarded projects to the execution phase.What You'll Bring:Bachelor's degree in Engineering, Business Administration, or a related field, or equivalent industry experience.Proven experience in bid and project management within the rail industry, focusing on signaling, CBTC, onboard systems, electrification, and communications.Strong understanding of industry-related products, technologies, and solutions in rail infrastructure projects.Excellent project management skills, with the ability to handle multiple proposals and meet tight deadlines.Exceptional attention to detail and quality assurance.Strategic problem-solving skills with a solutions-oriented attitude.Familiarity with industry standards and regulations related to rail infrastructure.Proficiency in MS Office Suite, particularly Word, Excel, and PowerPoint.Strong listening skills and the ability to present technical information effectively to internal and external partners.This job is based in Jacksonville, FL. The base salary range for this position in Jacksonville, FL, is $97,300 - $114,500 and the annual incentive is 10% of the base salary.
