The Opportunity:
CACI is seeking an experienced Technology Business Management (TBM) Subject Matter Expert (SME) to support IT financial transparency, performance management, and strategic planning initiatives at the Department of State. The TBM SME will play a key role in implementing and maturing the TBM framework, providing actionable insights to leadership, and aligning IT investments with mission priorities.


Responsibilities:

Serve as the primary advisor and SME on the implementation and optimization of the TBM framework across the Bureau of Diplomatic Security’s IT portfolio.Translate complex IT spending and operational data into business-oriented insights to support decision-making.Support the development and maintenance of TBM taxonomy, cost models, and allocation methodologies.Collaborate with stakeholders across financial, acquisition, and technical teams to integrate TBM with Capital Planning and Investment Control (CPIC), OMB reporting, and strategic planning processes.Assist in building and refining dashboards and reports that align IT costs with business services, applications, and capabilities.Support the selection, deployment, or enhancement of TBM tools (e.g., Apptio, ServiceNow TBM modules).Conduct assessments of TBM maturity and make recommendations for continuous improvement. Present findings and recommendations to senior government leadership.

Required:

U.S. Citizen with an active Secret clearance.7+ years of experience in IT financial management, IT strategy, or enterprise IT governance.3+ years of hands-on experience implementing or managing TBM frameworks in a federal environment.Strong understanding of the TBM taxonomy and its application in federal agencies.Experience with federal budgeting, CPIC, FITARA, and OMB A-11 processes.Excellent communication skills with the ability to engage both technical and executive-level audiences.

Desired:

Experience working with the Department of State or other Cabinet-level agencies.Knowledge of cost modeling and IT service management (ITSM) frameworks (e.g., ITIL).TBM certification is a plus.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$99,800 - $219,600
