Technical Data Analyst (Open to both U.S. Citizens and Federal Employees)
Summary This position is located in Office of Shipyards and Marine Engineering, Office of the Associate Administrator for Business and Financial Development, Maritime Administration (MARAD). Responsibilities As a Technical Data Analyst, you will: Support key activities related to records management, cost analysis, contract administration, and the electronic conversion of engineering documents. It plays a critical role in aiding the Office Director by providing data-driven insights to support decision-making. Focus on promoting U.S. and foreign trade, enhancing global competitiveness, and advancing ship construction in U.S. shipyards. Supports the development of modern processes and technologies for improving shipbuilding efficiency, environmental sustainability, and safety, while providing technical assistance for the repair and alteration of MARAD ships. The ideal candidate for this position must be proficient in data analysis, programming (Python, R, SQL), and database management. They should have expertise in data visualization using tools like Tableau or Power BI, alongside strong problem-solving, communication, and collaboration skills. Knowledge of data governance, archival processes, and engineering document conversion is essential. The candidate must have attention to detail, practical program analysis skills, and the ability to independently manage assignments, including cost estimation and small purchase order administration. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with data analysis techniques, statistical methods, and data visualization tools. Experience with data management principles, data governance frameworks, and data quality assurance techniques to design and maintain data models and databases. Experience with concepts regarding the storage, retrieval, transferring and disposal of microfilm archives as prescribed by National Achieve and Records Administration regulations to ensure the integrity of records. Experience with principles, concepts and practices of program analysis to plan, schedule, and conduct projects and studies. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Database Administration - Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems. Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
