The Technical Director will provide technical leadership and project oversight for an upcoming 5 year, $750+ million USAID-funded project aimed at integrating HIV services into primary health care (PHC). The project aims to support countries and communities to sustain the gains in the HIV response and strengthen health delivery systems including primary health care. The work is also envisioned to strengthen PHCs’ pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment into existing country health systems and PHC platforms, in alignment with country priorities.

 

The position will operate under the leadership of the Project Director/COP and Jhpiego’s senior management team and will oversee and ensure scientific advances are incorporated and that there is fidelity in technical and methodological approaches of all project activities to national, regional, or global standards. In collaboration with the project team and partners, the position will support the design and implementation of evidence-based service re-organization and delivery strategies.

 

The Technical Director will provide strategic direction and technical oversight for the project, and proactively engage with a broad range of experts and partners, to advance integrated programming globally.  The Technical Director will be based in one of Jhpiego’s country-based offices in the US, sub-Saharan Africa or Asia, and international travel will be required. This position is contingent upon award and annual funding from USAID.

Responsibilities Provide technical oversight, strategic direction and definition of appropriate project activities and ensure integrated thinking across result areas, applying evidence-based approaches including HIV, PHC and HSS. Ensure the project is technically sound, evidence-based and responsive to the needs of national and global partners, stakeholders and donorsProvide technical leadership to the development the global and country work plans and reports to ensure the project is well aligned between global and country activities, and that there is high quality programming and generation of results and learning. Help advance strategies to sustain locally led approaches for improved integration of HIV into PHC and HSS practices and provide thought leadership on technical excellence and emerging ideas for this space. Develop and maintain strong working relationships with country governments, USAID Washington and Missions, local implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort.Identify and engage experts and partners continually to respond to immediate and emerging needs from countries. Represent the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations.Actively participate in relevant technical advisory/working groups and professional forums to advance learning around HIV, PHC and HSS.Provide strategic inputs and collaborates with Monitoring, Evaluation and Learning (MEL) to design and implement robust measurement framework that supports reporting on specified targets, progress of integration of HIV services, performance of PHC and improved outcomes. Contribute to documenting successes, lessons learned and challenges in implementation in addition to ensuring high quality project activity reports (quarterly, annual) and results to the project and donor.Serve on the senior management team.Ensure high quality knowledge management including repository of tools and approaches.Author/co-author abstracts, presentations, and articles for journals and conferences.Supervise technical staff. Required Qualifications A Master’s in Public Health or its equivalent in epidemiology, medicine, nursing, or a related field.10 years’ experience implementing and/or providing technical assistance in global public health and/ or HIV including demonstrated success in senior-level technical relevant positions with large and complex projects that have a focus on applied HSS.At least 10 years’ experience in implementing and/or providing technical assistance of $10 million per year in donor-funded projectsDemonstrated record of technical leadership in integrated HIV programming and current understanding integrating HIV into PHC in the context of HSS.Demonstrated experience leading teams to success. Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation; and building local organization capacity.Demonstrated experience with a mix of practical technical skills in HIV prevention, care and treatment necessary for strengthening service delivery at the regional, national, clinical and community-level.Demonstrated in-depth understanding of PEPFAR-funded countries’ healthcare systems, particularly the public health systemDemonstrated experience with USAID’s administrative, management and reporting procedures and systems.Proven track record managing a project team composed of several technical experts and fostering teamwork.Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as other HIV-funding agencies (WHO, GFATM, BMGF, EJAF, etc.), NGOs, CSOs, and the private sector.Excellent verbal, written interpersonal and presentation skills in EnglishProficiency in Microsoft Office.Ability to travel internationally and nationally. (30% or more) Preferred Qualifications At least 12 years’ experience implementing and/or providing technical assistance in global public health and/ or HIV including demonstrated success in senior-level technical relevant positions with large and complex projects that have a focus on applied HSS, preferred.10 years’ experience in implementing and/or providing technical assistance of $10 million per year in donor-funded and PEPFAR global projectsExperience living and working in PEPFAR-funded countries preferred.Excellent verbal, written interpersonal and presentation skills in one local PEPFAR-funded country language preferred.
