Technical Director - UK Highway

Role Description:

We are seeking to recruit an ambitious and dynamic Technical Director – Highways Design and Drainage for our growing UK team in Global Excellence Centres (GECs) across Romania, the Philippines, and India. This leader will collaborate with UK counterparts to provide technical delivery support on highways and infrastructure projects. As a senior figure in the business, you will play a major role in delivering projects while ensuring excellence in quality and efficiency.

You will lead technical delivery on medium to large-scale projects, adhering to GEC Quality Management Systems and meeting time, quality, budgetary, and health & safety targets across multiple disciplines. Recognized as a subject matter expert, you will actively influence quality deliveries in the GEC.

 

Key Accountabilities:

1. Technical Expertise & Team Development

Develop a UK-focused team with the right capacity and capability to meet market needs. Build competencies in project reviews and working closely with BA leads. Ensure robust Quality Management Systems, ensuring timely submission of deliverables. Liaise with project managers and BA offices to connect with senior leadership and drive continuous improvement.

2. Project Delivery

Lead and deliver Design & Build and Local Authority projects with expertise in roadway design, 3D modeling, BIM, and quantity estimation. Oversee concept design, alternative technical concepts, and detailed design for Design & Build projects, including construction support. Manage multi-disciplinary Design & Build projects globally, ensuring seamless integration of various disciplines.

3. Cross-Disciplinary Coordination

Facilitate communication and coordination between the BA and GEC. Assist in identifying resource needs for projects and contribute to strategic resource planning. Collaborate with other departments and external partners to ensure project success. Lead cross-functional teams in creating compelling proposals and strategic pursuits.

4. Pursuits & Business Development

Support the BA in evaluating pursuit opportunities, providing insights on GEC capabilities. Collaborate with the pursuits team to enhance decision-making processes. Improve bid writing capabilities and ensure alignment with established standards. Assist in proposal preparation/editing to ensure quality and consistency. Facilitate knowledge transfer from bid teams to delivery teams, documenting best practices.

 

Qualifications & Experience:

Education: Master’s degree in Transportation/Highway Engineering. Experience: Minimum of 20+ years in Infrastructure Design Consulting as of May 31, 2025. International Exposure: At least 10 years of experience in international multi-disciplinary projects, delivering highway/roadway design and modelling tasks. UK Standards: Strong knowledge of UK design standards (DMRB, local county council). Design & Build Projects: Proven experience in Design & Build projects. Bid & Pursuits Experience: Advantageous experience in bid writing and pursuits. Project Management: Prior project management experience in a consulting environment. Leadership & Strategy: Strong organizational skills with the ability to contribute to strategic decision-making. Collaboration: Ability to work effectively with diverse disciplines and support resource acquisition initiatives. Professional Certifications: Chartered or internationally recognized professional status (e.g., CEng, MICE, MIHT, MCIWEM). Communication: Strong written and verbal communication skills in English. Cultural Awareness: Open-minded, conscientious, and excellent communication skills essential for the role.
