Overview **This position is physically located in Kuwait in support of LOGCAP** Under the supervision of the Material Maintenance Manager & Technical Inspector Lead, performs initial, in-progress and final inspections on various types of military, commercial, and other forms of Automotive equipment. Makes proper classification determinations as it pertains to U.S. Government property. Assists Shops as needed with Troubleshooting processes. Uses proper Test Measurement and Diagnostics Equipment (TMDE) in the daily operations phase. Conducts Actual Cost of Damages (ACOD), Estimated Cost of Damages (ECOD), and Estimated Cost of Repairs (ECOR). Conduct Tests on Serviced, Repaired and Overhauled equipment to ensure operating efficiency before returning to customer. Understands the automotive repair shop equipment and functions to aid and coverage whenever needed. Perform technical research and ensure operational readiness of assigned. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Troubleshoots problems/incidents, validates all repair actions, performs initial, in progress and final inspections, performs service/repair road test as required. Notifies Supervisor when unable to solve or correct in accordance with established policies and management guidance. Examines parts and components for conformance to equipment specification to determine serviceability; serviceable, unserviceable-reparable, unserviceable nonrepairable, affixing completed appropriate form/tag for disposition; return to stock, route to appropriate shop for repair and/or turn-in. Monitors timeliness and applicability of maintenance technical data and technical library. Reviews maintenance source documents, inspection records, notes recurring discrepancies or trends and initiates appropriate action. Initiates and reviews quality deficiency reports, technical deficiency reports and hazardous material reports, ensuring that they are accurate, clear, concise and comprehensive. Classifies equipment for disposal IAW Army regulations and verify equipment condition codes. Performs assessments and submits required ECOD paperwork and findings. Determines type and quantity of material, and orders material required to perform repair or fabrication IAW customer work request. Initiate, submit, and follow up on work orders for deadline equipment. Assists in coaching subordinates in ensuring all current Internal Operating Procedures (IOP) and quality regulations are complied with. Evaluates personnel, including verification of skills, training, and experience. Ensures quality control of all processes and corrective action is taken when necessary. Performs audits and inspections of work centers and ongoing maintenance actions, procedures, equipment and facilities. Perform testing and certification of equipment and material during Load Testing Process. Proficient in proper handling and disposal of hazardous materials and waste. Enforce safety in day to day activities. Perform other qualified duties as requested. Qualifications Qualifications: Education/Experience Requirements: Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. High school diploma or equivalent required. Prior military training in Maintenance and Supply management or civilian equivalent preferred. The ability to obtain a U.S. Government Motor Vehicle Operator’s License and Kuwait Heavy Driver’s License are required. GCSS-A certification desired. If no certification, must successfully complete web base or in-person training courses within 90 days of assuming position. MOS or civilian trade qualification in US Army MOS 63B Wheel Mechanic or equivalent preferred Ability to obtain host nation driver license. Must be CAC eligible and/or ability to obtain a CAC Experience: A minimum of Five (5) years’ experience in Automotive Repair, Shop operations, Commercial Equipment or equivalent combination of education and experience is required. A minimum of two (2) years’ experience as a Technical Inspector is required. Skills: Must possess the technical skills to identify different repair requirements as it pertains to Automotive Equipment. Must have expert knowledge of Technical and Commercial manuals for Servicing, Operational and Repair so that the correct procedures are used on the proper equipment. Must be an expert in Corrective Actions performed by the Maintenance Teams and only ensure that his equipment is FMC when cleared by the shops. Must have full knowledge of TMDE and its proper usage. Must be proficient in how the repair parts system works and what to do when it doesn’t work correctly. Must be proficient in all phases of the paperwork that pertains to the Services, maintenance, repairs, classification etc. Must have expert knowledge of the maintenance prints to be able to establish workload priority. Must have expert knowledge of Load Test procedures and processes. Must have expert knowledge of equipment operations as it is critical to working as a master driver for that shop. Must be capable of giving and receiving instructions to all of the work force in the Shops. Ability to Inspect Check and Test all types of Automotive Equipment. Knowledgeable of GCSS-Army is preferred. Working Conditions: Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
