Technical Monitor (Environmental)
Overview ***This position is physically located in Kuwait in support of LOGCAP*** Under supervision of Compliance Supervisor, ensures that all assigned areas are in environmental compliance in accordance with PWS and industry standard. Ensures environmental specialist personnel complete all tasks in accordance with the Public Works Environmental Services, Performance Work Statement, and LOGCAP V Environmental, Safety & Health directives. Inspects and monitors Environmental Compliance Specialist procedures to ensure all steps are followed. Randomly supervises Environmental Compliance Specialist conducting monthly environmental assessments to reinforce training and application of regulations. Creates Environmental Compliance audit Calendars for their assigned work location(s). Reviews and edits audit report forms for accuracy before sending to the Compliance Supervisor for approval. They assist in making key decisions for technical issues related to the environmental compliance after considering everything from environmental hazards to reports of environmental assessments, inspections and audits. The Technical Monitor must provide guidance for environmental compliance members when it comes to training, implementing, and updating environmental guidance. Will assist with ensuring Environmental SOW compliance and other duties as assigned. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Assist in data collection formulating reports and interacting with the USG customers daily. Excellent written and verbal communications required. Ensures Environmental specialist personnel complete tasks in accordance with the Public Works Safety Policy, Performance Work Statement, and LOGCAP V Environmental, Safety & Health directives. Correctly capture data related to environmental compliance work orders for environmental services, environmental inspections, and urgent/emergency. Assist in developing Manuals, Plans, Work Instructions, maintains records, assist with preparing variety of reports and slides. Maintain cleanliness to assigned areas in accordance with the V2Z LOGCAP V Performance. Performs routine inspection of all assigned areas and evaluate the total work of employees against established standards, ensuring training needs are met, and counseling on job performance. Transport to various work sites the supplies needed to ensure compliance on sites. Knowledge of PWS, Technical Exhibits, Plans and Internal Work Instructions. Inspect Environmental Subcontract SOW 's for compliance. Assist in maintaining adequate supplies with the Regulatory Compliance sections. Assessment of Environmental impact sites, inspections/annual audits. Driving to other LCV Camps is required i.e. Buehring, KNB, SPOD, APOD, Ali Al Salem. Other duties assigned as required. Qualifications Minimum Qualifications: Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required. High School diploma, (Associate degree a plus) Training related to Environmental services Familiarized with environmental training on proper handling of hazardous materials, hazardous communication. Must have a valid home country and host nations local Kuwait driver’s license (driving is required) HAZWOPER 40 hr. certification/keep up annual 24-hour or 8 hours refresher training as required Must be able to read, write and comprehend English/Level 4. Must have valid passport. Must be able to obtain Kuwait VISA. Experience: Two (2) years’ experience Skills: Practices, methods, equipment, tools, and materials used in environmental compliance work. Principles and practices of working safely Must be able to complete a task when instructed to do so by the Manager, or USG Customer. Must be able to assist in the preparation of Internal Work instruction and prepare work schedules. Must be flexible and have excellent interpersonal skills. Must be able to recognize and quickly resolve customer issues, lead the environmental compliance team, and work independently with little or no supervision. Must be able to handle multiple tasks at any given time. • Working Conditions: Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. • Physical Requirements: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
