You Are:
UST is seeking a Technical Project Manager to lead a support and maintenance project within a healthcare payer clinical data ecosystem. The ideal candidate will have a strong background in project management, excellent communication skills, and the ability to collaborate effectively with both technical and non-technical stakeholders. This role focuses on ensuring the stability, performance, and continuous improvement of existing systems and processes.
The opportunity:
· Project Leadership: Lead and manage the support team, ensuring timely resolution of issues and continuous improvement of systems.
· Incident Management: Oversee the incident management process, ensuring that issues are resolved promptly and effectively.
· Technical Work Request Management: Manage and prioritize technical work requests, ensuring efficient handling and resolution.
· Performance Metrics: Track and analyze key performance metrics such as Mean Time to Repair (MTTR) and Mean Time to Failure (MTTF) to improve system reliability.
· Proactive Solutions: Identify and implement both short-term and long-term solutions to prevent recurring issues.
· Root Cause Analysis: Conduct thorough root cause analyses to identify underlying issues and develop strategies to prevent future occurrences.
· Stakeholder Management: Communicate effectively with stakeholders, including clients, team members, and senior management, to ensure alignment and transparency.
· Problem Resolution: Identify recurring issues and develop long-term solutions to prevent future occurrences.
· Quality Assurance: Ensure that all support activities meet the required standards and specifications.
· Team Collaboration: Foster a collaborative and productive team environment, providing guidance and support to team members.
· Technical Expertise: Utilize your technical background to understand system requirements and provide technical guidance to the team. Design and run preventive maintenance programs.
· Documentation: Ensure comprehensive documentation of support activities, including incident reports, root cause analyses, and post-incident reviews.
· Continuous Improvement: Identify opportunities for process improvements and implement best practices to enhance system stability and performance.
· Forward-Thinking Mindset: Maintain a forward-thinking approach to anticipate potential issues and proactively address them.
This position description identifies the responsibilities and tasks typically associated with the performance of the position. Other relevant essential functions may be required.
What you need:
· Strong knowledge of project management methodologies (e.g., ITIL, Waterfall).
· Proficiency in support management tools (e.g., ServiceNow, JIRA).
· Understanding of software development life cycle (SDLC) and ETL processes.
· Familiarity with data warehousing and ETL tools, preferably Ab Initio.
· Basic understanding of UNIX systems and databases (e.g., DB2, Postgres).
· Soft Skills:

· Exceptional written and verbal communication skills.
· Effective documentation and reporting skills.
· Proficient in English for communication purposes.

· Strong ability to manage difficult stakeholders and navigate complex situations.
· Experience:
· 8 to 10 years of IT project management experience, including multiple years in a Support and Maintenance environment
· Experience in the healthcare industry, including knowledge of medical and prescription claims processing, healthcare enrollments, and provider operations.
· Experience in building a culture of continuous improvement, identifying opportunities for project/program technical delivery improvements, including process improvements, quality management improvements, knowledge sharing/management improvements, collaboration tool improvements, and program reporting tool improvements.
· Familiarity with handling PHI (Protected Health Information) and PII (Personally Identifiable Information) and sensitive data.
· Knowledge of business intelligence and analytics tools such as Cognos or Tableau.
· Awareness of security standards in data handling.
· Qualifications:
· Preferred: master’s degree in computer science, information technology, or a related field.
· Required: bachelor’s degree in computer science, information technology, or a related field.
Compensation can differ depending on factors including but not limited to the specific office location, role, skill set, education, and level of experience. UST provides a reasonable range of compensation for roles that may be hired in various U.S. markets as set forth below.
Role Location: Virginia
Compensation Range: $84,000-$126,000
Benefits
Full-time, regular employees accrue a minimum of 10 days of paid vacation per year, receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year), 10 paid holidays, and are eligible for paid bereavement leave and jury duty. They are eligible to participate in the Company’s 401(k) Retirement Plan with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance, as well as the following Company-paid Employee Only benefits: basic life insurance, accidental death and disability insurance, and short- and long-term disability benefits. Regular employees may purchase additional voluntary short-term disability benefits, and participate in a Health Savings Account (HSA) as well as a Flexible Spending Account (FSA) for healthcare, dependent child care, and/or commuting expenses as allowable under IRS guidelines. Benefits offerings vary in Puerto Rico.

Full-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company’s 401(k) program with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance.
Part-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year).
All US employees who work in a state or locality with more generous paid sick leave benefits than specified here will receive the benefit of those sick leave laws.
