**Job Title: Technical Project Manager Sr.**
**Location:** Seven Fields, PA. This position will work a hybrid model (remote and office).

The **Technical Project Manager Sr.** works independently with business partners to identify and implement medium to large technical projects, such as broad-based information systems, full life-cycle application development, building enterprise applications or data warehouse planning and development. They will engage business SMEs and leaders to understand and develop business requirements, manage projects of various sizes up to $5-7 M or equal complexity, partner with system analysts, software designers and programmers to determine best methods to achieve project objectives.
**How you will make an impact** :
+ Coaches and mentors project team members; mentors other project managers around project management methodology.
+ Works with business and technical teams to develop end-to-end project plans (e.g. risk management, project).
+ Confirms and monitors overall adherence to project budget.
+ Responsible for overall project execution - manages and controls project scope; manages resource, risk, quality, and cost to deliver project according to plan ; develops training plans; develops requirements documents.
+ Develops project approval matrix; identifies project team training and tool needs; recommends terms for contractual agreements to ensure objectives are outlined based on project requirements.
+ Coordinates requirements and testing, schedules implementation and post-implement plans, and develops service-level agreements - transition to business as usual for internal teams and vendor partners.
+ Ensures compliance with quality gates for each project methodology phase; defines critical success factors; establishes and manages the project warranty period; ensures project is compliant with regulatory and legal requirements
+ Acts as subject matter expert for project and program management related tools and processes.
+ Liaises with Shared Services technical teams as needed to execute the projects.
+ Provides project status updates and documents key decisions, action items, risks and issues.
+ Develops and executes escalations as appropriate.
+ Responsible for applying project management knowledge, skills, tools and techniques to project deliverables, documents, processes, and systems.
**Minimum Requirements** :
Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 7 years project management experience in broad-based information systems, full life-cycle application development and/or building enterprise applications and/or data warehouse planning and development with 3 years leading and directing project tasks; or any combination of education and experience which would provide an equivalent background.
**Preferred Skills, Capabilities, and Experiences** :
+ Experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment and communicating effectively at all levels of an organization.
+ Experience working successfully with both business and technical SMEs, and engaging leadership and stakeholders.
+ Experience working with project management tools, documentation tools, and reporting tools required Project Management Professional certification (PMP) strongly preferred.
+ Experience working with portfolio management applications and Rational tools strongly preferred.
+ Experience in health plan/healthcare environment preferred but not required.
+ Expertise with integrations, data governance, data quality preferred but not required.

Elevance Health operates in a Hybrid Workforce Strategy.
