Project oversight roles are key to our Success.  These roles are laser focused on the performance of those delivering the projects and, on the interest, and needs of the site tenants. The role requires a deep and detailed understanding of the various sections of the account Master Service Agreement, Statement of Work and Schedules. For success, the role must develop constructive relationships with the client.  Finally, the role will need to understand the operational requirements and communications needs of all service delivery team members, in particular Facility Management and Project Management.

The Technical Projects Specialist is responsible for planning, developing, delivering and reporting on the technical program of projects or technical components of projects that will be assigned to project managers.  All projects to be delivered within scope, schedule, and budget according to BGIS as well as client procedural boundaries.  Renovation projects, installations and/or new construction projects and other related projects are typically of high complexity, risk and exposure and require deep technical oversight and review.

This role will work in collaboration with all key BGIS departments to ensure full support of all activities and play a key

role in our INTEGRATED approach to contract governance and communications.

KEY DUTIES & RESPONSIBILITIES

Safety Ownership and Regulatory Compliance:

Comply with all internal and external requirements including but not limited to environmental, health and safety, fire protection and mandated by BGIS Health Safety and Environment Teams and enforced by law.

Program Oversight – General

Provide expertise and leadership to Facilities Management, Asset Management and Project Delivery Teams to incorporate the American Society of Heating, Refrigeration & Air Conditioning Engineers (ASHRAE) guidelines in operations and project design. Keep up to date on building systems best practices and trends to promote operational effectiveness, ensure compliance with all Applicable Laws, IO Owner’s Project Requirements (OPR) guidelines, and Province Client design standards and support IO in the continuous improvement the OPR on an annual basis. The Service Provider technical services team is responsible to develop of operating, best practices, inspection checklists, and performance metrics and report content to achieve maximum systems lifecycle and cost efficiencies. This will include but not limited to quarterly building system site inspections to verify completion of operational and preventative maintenance routines. Collaborates with Project Management Team Members.  Sets and monitors specific objectives of the project management team.  Contributes technical knowledge to the delivery of assigned facility-related projects from conception to completion such as: new facility construction, facility addition construction, installation projects, renovations, occupancy-related projects and facility infrastructure projects. Effectively executes feasibility analysis & development of technical programs. Prepares and works with the client to develop business cases for projects yet to be approved.  Effectively reviews technical components of projects and programs in accordance with legal requirements and BGIS processes including scope, schedule, financial, reporting, document, communications, risk, environmental, procurement & contracting, commissioning, close out and moves management. Ensures technical projects and programs incorporates sustainable design practices, where practical, into project delivery, in accordance with BGIS processes. Analyzes resourcing, project status, overall financial status and key performance indicators for client reporting & continuous improvement of delivery. Ensures proper and timely project and administrative-related reporting and systems inputs. Collaborates with project delivery teams ensuring assigned projects and/or programs are delivered within fees, cost and service-level goals. Provides reporting required to support BGIS and Client needs with respect to technical program execution. Performs other duties, as assigned. Possesses a mindset that treats safety as paramount. Contributes to the development and delivery of annual capital plans, including setting milestone schedule and drives decision making for successful implementation.

Asset Renewal Management (Pre-planning) Technical Oversight

Provides support to the lead Technical Oversight Manager during IO’s 3-year tactical Asset Renewal Management cycle and collaborate with the facilities and asset management team, Project Delivery Teams, and IO’s Asset. Renewal Management team to identify a prioritized project list for project justification development. Review and provide input into project justifications related to HVAC, BAS, utility, mechanical and electrical systems and components including a fulsome review of the intended scope of work for completeness, considers specific building conditions/requirements, equipment specifications, measurement and verification requirements, project timelines and IO’s Owner Project Requirements for cost estimate validation, justification for the investment, value for money options analysis, and analysis of the project’s estimated savings/benefits. Review all planned projects at the Property level and assign each project with a complexity level for IO Approval in accordance with IO’s project assignment methodology and review the planned project list for implementation timing and ensure that project schedules will not hinder project delivery nor cause disruptions to building operations.

Project Delivery Technical Support

Where Asset Renewal and Client Works have been initiated and Approved, Technical Projects Specialist will:

Communicate all technical information of the Asset Renewal and Client Works and building to the Asset Renewal and Client Works team during the development phase of the Project Charter, which will include the project justification form and attachments. Participate in the project design stages and provide reviews and support to the project manager and designer to ensure the project achieves the outcomes identified in the original project justification, and intended scope of work, provides value for money, and achieves the most reasonable utility consumption. This includes the selection of green products. Participate in construction meetings as required and provide advice and feedback to changes orders on to ensure the project continues to meet the intended scope of work and monetary value. Support commissioning activities. Review studies related to HVAC, BAS, utility, mechanical and electrical systems conducted by 3rd party consultants and ensure that all studies are detailed, intrusive, meeting IO requirements and not only rely on visual inspections

 

KNOWLEDGE & SKILLS

5 or more years’ experience in engineering design, project management or construction of real estate projects  University graduation or professional certification (e.g. P. Eng, CMA, CGA or equivalent courses). Excellent written and oral communication skills Excellent knowledge of industry building standards and requirements. Knowledge of critical environments procedures, reliability, programs and policies. Strong skills at documenting and communicating/training procedures, job tasks, etc. Skilled at building relationships with client representatives at the senior management level along with related experience 

Licenses and/or Professional Accreditation

P.Eng. is preferred but not mandatory.  Project Management Professional (PMP-PMI), CET (Mechanical or Electrical)
