Technical Section Leader
Responsible to plan and coordinate all maintenance and inspection activities on assigned rig. Implement and uphold safety and environmental compliance requirements. Manage maintenance priorities with overall rig operation priorities to maximize rig efficiency.

QUALIFICATIONS

Recognized Marine/Engineering qualification from Maritime college or equivalent.Valid USCG Chief Engineer License Unlimited Horsepower.6+ years of deep water experience (Semis and Drillships).Experience and overall qualities of a team leader.Leadership & teamwork skills/behaviors which support team based organization.Ability to understand & react with diverse groups & operations.Ability to recognize & resolve conflict.Strong computer skills, including IFS.Superior communication and reporting skills.Superior systems troubleshooting skills and techniques.Strong knowledge and understanding of drilling/marine operations.Strong knowledge of power generation systems in diesel-electric and mechanical propulsion systems.Thorough knowledge of maintenance, operations, and a solid background in electronic automation.Strong knowledge of hydraulic, electro-hydraulic and pneumatic systems.

ESSENTIAL FUNCTIONS

Ensure complete compliance with the Engineering Requirements established in Section VIII of the Environmental Compliance Plan (“ECP”).Ensure complete compliance with the Engineering Requirements established in the Noble Management System (as applicable to his/her drilling unit).Measure, monitor and manage shipboard machinery space-generated wastes and the conditions of any equipment having oil to sea interfaces on a daily basis.Timely resolve (through repairs and/or applicable Environmental Management System procedures) engine room, machinery space, or pump room related environmental concerns, such as inoperative or ineffective pollution prevention equipment, waste handling or monitoring equipment, leakages (except those necessary for packing cooling) stemming from pump seals, packing glands or line breaks, or due to any other causes contributing to the accumulations of bilge fluids, oil mixtures and sludge type wastes.Ensure that all Engine Room, Machinery Space, and Drill Floor wastes that are subject to special handling requirements are properly managed.Ensure that all shipboard engine room personnel have appropriate training on environmental policies and procedures, including but not limited to training on the operation and use of pollution prevention equipment, bilge pumps, bilge and ballast pumps, incinerator, Oil Water Separator and the making of entries of the Oil Record Books, Garbage Records Book, Ballast Logs, or any other records and logs required by the ECP and Noble Management System or other maritime environmental protection requirements.Ensure that all Ballast Logs, Deck Logs, and Engine Room records, soundings, and tank measurements are accurate and recorded truthfully.Ensure that the Chief Engineer’s handover notes shall include an environmental component and description of the current status of operation, maintenance, and repair, for the Incinerator, Oil Water Separator, Oil Content Meter, Oil Discharge Monitor, and other pollution prevention procedures or equipment, the status of spare parts for the aforementioned equipment, and an estimation of the day-to-day bilge loads and accumulations. If a company-specified format for handover notes is used, this shall require descriptive entries as stated above, not solely answer marked as “Yes” or “No”.Report to HSE all instances of excessive waste stream development.Ensure that all incomplete repairs and projects are finished within the scheduled time of completion in order to keep a backlog of work to a minimum.Responsible for input and cost control measures to ensure that annual maintenance costs are managed within the rig budget.Advise others of modifications, changes to procedures and/or frequencies which will improve the Noble Maintenance System and be in compliance with the NDUS Management of Change System on an ongoing basis.Responsible for the coordinated planning of all maintenance activities for the rig with the Maintenance Manager, Drilling Superintendent, Rig Manager and others on the rig in order to utilize time for maintenance in an efficient manner.Ensure replacement parts are kept to an optimum level.Ensure that entries on work permits, isolation tags and logs accurately reflect the current status of equipment.Ensure that material requisitions accurately reflect the desired materials and/or services and that unused materials are properly documented and returned to inventory.Operate in a manner that results in achieving or helping to achieve the Company’s goals and objectives.Observe all Flag State, Classification Society and local authority rules and regulations pertaining to area of responsibility.Request, through Rig Superintendent, needed supplies and parts to maintain adequate inventory in area of responsibility.On dynamically positioned vessels, assists in all arrival, setting up on location, and departing location operations.Prepare for and supervise maintenance crews during heavy weather as outlined by the Master and Rig Superintendent.Maintain good working relationships with Master and Rig Superintendent, department heads and crew.Remain knowledgeable and utilizes the data, procedures and instructions contained in the unit’s operations manual.Review all operational and technical bulletins and implement all directives for area of responsibility.Ensure that all transfers are recorded accurately in Oil Record Book.Perform or assist in the performance of such tasks or projects as may be assigned by the Rig Superintendent.Liaise with the Chief Mate regarding the quantities of expendables such as fuel, potable water and drill water.Ensure that replenishment is ordered in advance to ensure that no short fall occurs.Participate in company approved and recommended training as required both onshore and offshore.Ensure maintenance is completed and records are kept accurately to maintain compliance to regulations governing the rig location.Ensure that all Engine Room records, soundings and tank measurements are accurate and recorded truthfully.Treat all team members with respect, fairness and professionalism.Participate in the development of newly appointed crew members.Ensure that annual performance reviews for all maintenance crew members are completed and communicated to crew members.Assist team in maintenance of equipment as required.Live and promote the principles of continuous improvement.Conduct operations in a safe and efficient manner.Provide guidance and support to fellow team members as required.Carry out the Noble Leadership Model by Developing Yourself, Leading Your Team, Driving the Business, and Delivering Results.

         HEALTH, SAFETY & ENVIRONMENTAL

Implement and uphold Noble's safety policies and procedures.  Ensure that all personnel are familiar with all company safety policies and procedures as established in Noble's Management System.Ensure that all operations proceed in a safe manner.  Correct and notify responsible parties of any unsafe acts and/or conditions which exist.Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of Noble's Management System.Responsible for familiarizing and adhering to Noble's Live Safe Code for the purpose of promoting a zero-incident and no-harm workplace.Responsible for familiarizing and utilizing Noble's Hazard Identification Tool to manage risk created by various energy sources found in the workplace.Attend and actively participate in daily pre-tour and weekly safety meetings.Ensure compliance with the requirements established in Noble's Management System.Initiate a safety stand down whenever an unplanned hazard or change in the expected results is observed.Perform all Safety Critical Tasks as detailed in the HSE Case.Incorporate the STOP the job planning process into all tasks, whether working alone or as part of a team.Take the initiative to perform emergency duties without specific orders or instruction.Develop and implement Job Safety Analysis and prepare hazard assessments as required.Assist in the audit process to ensure complete compliance with the various requirements, policies and procedures addressed in Noble's Management System, and in Section VIII of the ECP if applicable.Responsible for compliance with all government regulations.
