H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste. The Closure and Interim Measures (C&IM) organization at Hanford Tank Waste Operations & Closure, LLC (H2C) performs waste management area closure activities for the Hanford tank farms in accordance with Site-wide integrated closure strategies. The C&IM organization is in search of a Technical Specialist to lead the planning, performance, and reporting of technical evaluations associated with facility closure, interim measures, and correction actions for soil contamination, tank waste residuals, and contaminated equipment in tank farm areas. The successful candidate would provide technical input to baseline planning for vadose zone characterization and for design and implementation of vadose zone corrective actions. In addition, the Technical Specialist would help to develop and support strategies to achieve single-shell closure including design and implementation of interim and final corrective actions for various waste management areas, tank farms, and ancillary equipment. This would include development of technical plans and reports, including integration with U.S. Department of Energy (DOE), other site contractors, leading to DOE and stakeholder acceptance. The individual selected for this position will become an important technical leader within the multi-disciplinary C&IM organization and other supporting H2C groups that are focused on a variety of tank-farm closure activities and will be responsible for performing the following duties: * Technical project lead for C&IM work scope pertaining to regulatory closure of radiologically contaminated tank farm facilities. * Provide extensive technical consulting and-or interface to the Department of Energy. * Support the preparation of baseline planning documents for soil characterization in tank farms. * Evaluate alternative interim measures, corrective measures, and closure methods and technologies for their potential to cost effectively advance the tank farms closure mission and reduce program risks. * Support the evaluation of residual wastes in ancillary equipment in tank farm areas. * Develop and implement tools to communicate interim measures and corrective action results to regulators and stakeholders. * Support technical design of interim measures and corrective measures to assess and mitigate the effects of contamination in the tank farms vadose zone. * Provide mentorship for the professional development of C&IM technical staff. * Management and-or Executive consulting on technical feasibility * Knowledgeable in groundwater and soil contaminant sampling including familiarity with field sampling and analysis plans. * Develop mitigation technologies for environmental closure and contaminant migration. * Prepare Statements of Work and requisition planning documents for subcontractors to support Closure Group work scope. * Comply with H2C policies and procedures. * Ensure ISMS Principles are incorporated into organization's activities. Required Qualifications Grade 21: * Bachelor's degree (BS) in an environmental science, earth science or environmental engineering field and a minimum of twelve (12) years directly related experience and with a minimum of 10 years of technical project leadership associated with work scope supporting regulatory remedial action for radiological facilities. Grade 22: * Bachelor's degree (BS) in an environmental science, earth science or environmental engineering field and a minimum of fifteen (15) years directly related experience and with a minimum of 10 years of technical project leadership associated with work scope supporting regulatory remedial action for radiological facilities. * Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Desired Qualifications * Experience planning, implementing, managing, and overseeing environmental characterization projects to support Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource, Conservation, and Recovery Act (RCRA), DOE Order 435.1, National Environmental Policy Act (NEPA), and Model Toxics Control Act (MTCA). * Experience with development of technical scope of work statements, review of proposals, and technical evaluations, and review / approval of subcontractor performance. * A working knowledge of the Hanford Federal Facility Agreement and Consent Order (HFFACO) Tri-Party Agreement (TPA) is strongly desired. * Must possess excellent written and verbal communication skills and be able to convey ideas and information with peers, management, and stakeholders/regulators. * Experience working directly with Department of Energy, Washington State Ecology, and-or other regulators is desired. * Must possess a working knowledge of regulatory requirements for human health and environmental risk assessment associated with a radiological facility. Compensation & Benefits In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
