Technical Supervisor, Referral Testing

Manages and coordinates activities of employees engaged in performing referral testing send outs. Manages and coordinates activities of employees engaged in supporting our internal Phlebotomy and Customer Care colleagues with medical technical lab information. Managerially directs the operations of the assigned laboratory divisions. Provides leadership serving as an expert in scientific, regulatory, strategic and tactical discussions regarding technical direction of laboratory services in collaboration with internal, medical and scientific colleagues, as well as with external experts and investigators.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  include the following.  Other duties may be assigned.

Fulfills the functions of general supervisor for regulatory requirements and provides 24/7 rotating on call coverage as needed.

Oversees performance of Referral send outs and technical knowledge support within department of expertise. Acts as a subject matter expert in clinical/technical areas within the department. Develops and promotes technical and strategic opportunities within area of expertise.

 Develops and executes all of CLIA/CAP certified lab work ensuring that the laboratory meets state and federal guidelines and achieves excellence in quality at every level

Develops and maintains department Standard Operating Procedures (SOPs) according to the Clinical Laboratory Standards Institute (CLSI) guidelines.

Establishes standards, normal values and methods of control for each laboratory test performed in accordance with regulatory and accrediting agencies and in conjunction with clinical/medical leadership.

A plan, designs, validates and implements installation of new or improved laboratory techniques. Reviews quality control data, recognizes and resolves problems as well as prepares or directs preparation of various qualitative and quantitative reports and records.

Performs ongoing departmental monitoring to improve quality, workflow, staff productivity, and employee satisfaction and is responsible for the mentoring, coaching and development of direct reports.

Designs and administers quality control program for each testing section.

Consults on work in progress and completed work to assure accuracy. 

Directs the proper storage of hazardous materials and the laboratory safety program in conjunction with the safety officer.

 Demonstrates the understanding of all duties and responsibilities of those supervised and serves as a technical specialist in area of oversight. Must be able to perform all tasks and responsibilities of a technical specialist. Recruits and leads laboratory personnel, ensuring that all employees are adequately qualified, trained and motivated to perform their duties.

Reviews current literature and attends meetings and seminars to keep informed of new developments in field.

Coordinates and conducts education and training programs for personnel. Develops training/competency checklists and provides clinical orientation and/or training of new employees/students. Supports Education Department personnel/trainers and/or designee in the training/orientation of new staff.

Actively participates in the Continuous System Improvement (CSI) and continuing education programs.

Coordinates new business with the Sales Department and administrative management team.

Evaluates and recommends new instrumentation based on established testing parameters and efficiencies. Provides technical guidance and resolves problems associated with instrumentation.

QUALIFICATIONS:

A.         Education/Experience:

            Associate's degree or Bachelor's degree from an accredited institution, and/or a combination of education and no less than 2 years’ experience preferred.

B.         Language Ability:

            Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from staff, customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format. Must demonstrate patience, tact and a cheerful disposition.

C.         Math Ability:

            Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

D.         Reasoning Ability:

            Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

E.         Computer Skills:

            Ability to use Microsoft office products and various other software products including the Laboratory Information System.

F.         Certificates and Licenses:

Specialty certification eligibility by a recognized certifying agency for clinical laboratory professionals is preferred.
