Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The MozMEL Activity seeks to improve USAID Mozambique’s ability to design and manage evidence informed and local context-informed activities improved on a sustainable, long-term basis.

Position Summary:

The Technical Quality Support Manager (TQSM) will be responsible for supporting MozMEL’s technical team in enhancing the quality of the design, implementation, and reporting of its interventions, to meet established standards. The TQSM will provide strategic guidance and oversight for selected MozMEL activities, ensuring the effectiveness of interventions on the platform. Additionally, this role involves collaborating with team members to improve MEL processes and outcomes, fostering a culture of continuous improvement and excellence. The TQSM will work closely with intervention leads, the Chief of Party, Deputy Chief of Party, and Technical Director. The TQSM will be expected to provide services remotely, however travel to Mozambique to support technical work and/or conduct capacity strengthening is encouraged as needed and appropriate.

 

Responsibilities:

Support MozMEL’s senior management in developing and implementing MEL strategies that align with project goals and objectives, as well as MSI/Tetra Tech standards. Oversee the quality of MozMEL’s interventions, ensuring their design, implementation plans, and deliverables meet established standards and best practices in close collaboration with IR Leads. Assist the team in designing robust quality assurance plans tailored to the needs of each intervention, ensuring accurate and timely collection, analysis, and reporting of data. Train and mentor team members on MEL methodologies and quality assurance practices. Review and provide feedback on relevant products and deliverables before their submission to the client. Contribute to the creation of draft and final deliverables should substantial improvements be needed. Identify opportunities for improving MozMEL’s processes and suggest changes to enhance the quality of interventions. Identify interesting and useful opportunities for the client USAID, that could be carried out through the MozMEL platform, such as larger and more robust studies, expanded third party monitoring (TPM), additional collaborating, learning, and adapting (CLA) assignments, and other activities. Travel to Mozambique to support the technical teams, conduct technical assignments, and/or provide capacity building support as needed and appropriate. Attend regular meetings (frequency TBD) with the MSI Technical Director and/or IR Leads to keep abreast of technical assignments.

 

Qualifications:

Master’s degree in a relevant field, such as social sciences, public health, or international development is required. Minimum 10 years of experience in MEL, with a focus on evaluations and quality assurance is required. Experience in capacity building and training. Strong knowledge of MEL methodologies and best practices. Knowledge of all Microsoft Office Suite applications, particularly Word, Excel, and PowerPoint, required. Strong analytical, problem-solving, communication, and interpersonal skills. Ability to articulate professionally and communicate in a clear, positive manner with clients and staff is required. Proficiency in data management and analysis tools. Fluency in English, written and spoken is required. Portuguese language skills are a plus.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. The anticipated pay range for this position is $500 to $800 USD per day.
