Responsibilities:
Draft and write RFx documents (e.g., Requests for Proposals, Quotes, Information) with detailed technical, functional, and performance-based specifications for various goods.Ensure specifications are clear, precise, and free from ambiguity, promoting fair supplier competition.Align specifications with public sector regulations, trade agreements, and organizational guidelines.Regularly review and update specifications to maintain alignment with organizational objectives and current standards.Conduct risk assessments to mitigate supplier performance or quality issues and avoid disputes.Research industry standards, best practices, and regulatory requirements to inform specifications.Analyze market trends, supplier capabilities, and end-user needs to create effective and cost-efficient specifications.Collaborate with stakeholders, including internal teams, ministries, and management, to gather input for procurement requirements.Work closely with legal, compliance, and risk teams to ensure regulatory and contractual obligations are met.Provide training and guidance to procurement officers and stakeholders on interpreting and applying specifications.Support end-users and project teams in utilizing specifications for procurement activities.Qualifications:
A minimum of six years of experience in executive stakeholder relationship management.At least six years of experience in reviewing, evaluating, and providing test input during business processes.Demonstrated six years of experience in public sector procurement processes, including knowledge of trade agreements and competitive tendering.Proven six years of experience providing guidance to procurement officers and stakeholders on technical specifications.Completion of SCMP or equivalent certifications (preferred).Four years of demonstrated experience using MS Office Suite (Excel, Word, PowerPoint, Outlook).At least four years of experience working as a trainer on procurement-related projects.Demonstrated four years of experience managing complex programs to meet business outcomes.Proven four years of experience in applying professional research methodologies.
