Hybrid classified roles can be onsite more than the set minimum based on employee preference. + Description + Benefits + Questions What Success Looks Like In This Job The Operational Directive/Technical Writer is a key position within the Adams County Health Department, Division of Performance and Business Excellence, responsible for the creation, evaluation, and upkeep of departmental policies and procedures. This role demands a proactive and strategic individual capable of working collaboratively with a diverse set of stakeholders, including ACHD employees, other agency representatives, and community members, to ensure policies are in line with the department's strategic objectives, mission, and values. The ideal candidate will demonstrate exceptional organizational skills, a keen eye for detail, and the ability to manage multiple tasks in a dynamic setting. Organizational Information: Adams County Health Department (https://adamscountyhealthdepartment.org/) (ACHD) is a newly formed organization as of 1/1/2023 and a part of Adams County Government. As of 6/1/2023 it is composed of 6 divisions (Performance and Business Excellence, Health Equity and Strategic Initiatives, Epidemiology and Data Science, Nursing, Environmental Health, Nutrition and Family Health), 200 staff, and has an annual budget of roughly 30M. The anticipated hiring range for this role is $29.132/hour -$33.502/hour. The full salary range for this position is $29.132/hour - $42.241/hour. Examples of Duties for Success Policy Development and Evaluation: Lead the drafting, assessment, and maintenance of operational directives, ensuring they reflect the department's strategic aims, mission, and core values. Review existing policies to identify areas of improvement and develop new, clear, and accessible directives for employee guidance. Propose policy amendments as necessary. Stakeholder Engagement: Forge and sustain productive relationships with both internal and external parties to solicit feedback and input on policy development. This includes liaising with ACHD staff, external agency representatives, and community stakeholders. Record Keeping: Oversee the documentation of policy modifications, including updates, revisions, and eliminations. Ensure comprehensive record-keeping for easy access and reference to policy documents. Research and Best Practices: Conduct thorough research to identify industry best practices. Incorporate these findings into both new and existing operational directives to boost the department's operational effectiveness. Policy Implementation: Supervise the rollout of updated and new policies, guaranteeing that all departmental activities conform to the latest standards. This may include presenting the information at the division and/or department level. Legal Compliance: Work closely with the County Attorney’s office to ensure all policies meet legal and regulatory standards. Strategic Alignment: Continuously ensure that policies support the department's values, mission, and strategic planning objectives. Conduct evaluations to identify benefits, drawbacks, and gaps in the policy framework, recommending enhancements as needed. Qualifications for Success + Demonstrated experience in policy development, with a strong preference for candidates with a background in health or government settings. + Excellent organizational, communication, and interpersonal skills. + Ability to interpret complex instructions, both verbally and in writing. + Strong analytical skills and the ability to organize work independently, prioritizing tasks without direct supervision. + Proven ability to exercise initiative, sound judgment, and make decisions within the scope of assigned authority. + Proficiency in conducting research and integrating best practices into policy development. + Experience in legal compliance and working with legal departments or attorneys. + Strong project management skills and the ability to lead initiatives from conception through implementation. + Advanced operation of personal computers, related equipment, and software, including word processing, spreadsheets, and databases, Microsoft Word, E xcel, Access, Outlook, PowerPoint, and the Internet More Qualifications for Success Education & Experience An associate degree with a minimum of 1 year experience in technical writing, policy writing or an equivalent field or equivalent combination of education and experience. Preferred Experience A bachelor’s degree from a four-year college or university is preferred. 3-5 Years experience in technical/policy writing preferred. License and/or certification Required - valid Colorado Driver's License Background Check Must pass criminal background check and motor vehicle check. Supervisory Responsibilities None. Hours, Location, Travel: + Hours: Typical work hours are 8am – 5pm but will be significantly based on the organization's needs. + Location: This hybrid position (Work from home is available 2 to 3 days a week) is based out of the Adams County Government Center in Brighton, CO. + Travel: The incumbent of this position should expect to travel up to 5% of the time locally Adams County complies with Colorado’s Job Application Fairness Act (“JAFA”).
