Gannett Fleming TranSystems is seeking a dedicated Traffic Management Center Systems Operator III / Supervisor to join the Rochester, NY team. This role is expected to work the 2:00pm - 10:30pm shift Monday through Friday at the Regional Traffic Operations Center located in Rochester, NY.
As a TMC Systems Operator III / Supervisor, you will report directly to the Operations Manager and the NYSDOT TMC Director. You will play a vital role in the efficient and successful operations of the TMC by serving as the acting manager on duty in the absence of the Operations Manager and assisting the Operations Manager in developing protocols, standard operating procedures, and ensuring compliance with accepted guidelines and practices. The Systems Operator III supervises the operations floor, leads Systems Operators I and II, and provides Quality Assurance/Quality Control (QA/QC) for operational processes to ensure adherence to policies and expectations. In this role, you will also be expected to have all the skills and capabilities of an Operator II to assist operators during busy times. They are the first resource to the Systems Operator I & II’s and should be knowledgeable on all aspects of TMC operations.
This position requires availability for after-hours support 24/7 and the ability to operate independently during all levels of operations. In this capacity, the successful candidate will be responsible for the following:
Demonstrate professionalism, positive attitude, and work ethicProvide guidance and assistance to ensure active incidents are handled properlySupervise and ensure transition between shifts occurs with the sharing of pertinent informationHave situational awareness during shiftEnsure personnel are focused and alert on job related tasksEnsure staff are acting accordingly and appropriate behavior always existsResolve problems & staff complaintsAssist staff in having awareness of construction projectsAssist in managing staff schedule maintaining double coverage and ensuring staff attendance is within policyMaintain records and documentation regarding direct reports performance and conduct basic discipline, evaluations, counseling & corrective actions as required.Assist with team-building initiatives and recognize staff achievements.Interview potential candidates.Be capable of operating all systems and independently managing operations at all levels (I, II, III)Monitor CCTV, 511NY, and other traffic systemsKnow Operations of all ATMS / ITS systemsWork in conjunction with NYSDOT management to construct emergency, special and library Variable Message Sign (VMS) messages that is accurate and in conformance with policy.Work with Ops Manager to refine or develop new TMC policy and guidanceEnsure binders / resources / tools are up-to-date and direct reports are fully trainedAlert staff to new procedures / policies and provided necessary training.Assist in training current and new staff.Verify the accuracy and completion of all TMC logs, reports, checklists…etc.Verify equipment problem tickets are complete and have been given to the Systems Engineer, Field Technician and Traffic Operations SpecialistEnsure construction and incidents are accurate and timely in 511NY.orgPerform special tasks and projects – delegate when appropriatePrepare and deliver any necessary reportsCommunicate with partner agencies on behalf of the TMCEstablish relationships with client and partner agency personnelParticipate in steering committees, after action reviews and other meetingsTake after hours calls / be available 24/7 to assist staff (specifically direct reports)
Associates degree or higher with at least one year of qualifying work experience; ORThree years of full-time employment meeting the qualifying experienceOperations dispatching experience with at least one of the following groups/agencies: Transportation, Fire, Police, EMS, 911, or similar experience in the Military.Capable of multi-tasking and working in a fast-paced environmentDemonstrated ability to write reports and correspondenceComputer/software including: MS Office applications, spreadsheets and databases Skilled in leadership, interpersonal relationships, and ability to supervise and work well within a diverse groupPublic, internal and external relations (work well with internal, external and partner groups and individuals)Ability and knowledge to function as an "on the job" trainer for new the TMC Operator. Excellent knowledge of the Traffic Management Software and related systems.Ability to use roadway maps and have basic knowledge of roadway elements Able to respond to problem situations 24 hours a day
