Technology Platform Director CCO

Within the Group Controls Function the Chief Controls Office supports all business and functions across the bank to align with Barclays Control Framework.  To delivery against the business and architecture strategy, Technology has formed a CIO team to implement enhanced applications and data platforms that will improve automation, deliver improved colleague experience and to enable the CCO organisation to better support the businesses across Barclays.  Key to this will be the design and implementation of a replacement for the current ORAC system and implementation of enhanced target operating model in line with revised business requirements.  The Platform Director will have overall accountability for implementation of the platform and will own this from definition of requirements, through implementation and production support.  Key accountabilities will include:

Working in partnership with CCO, Operational Risk and CTO to define target architecture and ensure alignment with Group Controls Technology StrategyDetailed knowledge of financial services industry in particular understanding of Controls and Operational RiskExperience in building technology practices and leading transformation of technology delivery functionsExcellent communication skills – comfortable presenting to senior stakeholders up to ExCo levelStrong evidence of stakeholder management up to Director and MD levelStrong evidence of following a controlled programme management methodology, with experience of delivering Agile ways of workingStrong, disciplined financial management skillsExperience of line-managing project managers, business analysts and other project delivery professionals, in a geographically dispersed environmentProven experience of selecting, building and developing teams, with strong leadership skillsExperience of working across Technology functions and in particular new product implementation and support modesExperience of working in matrix environment is critical – demonstrating ability to manage complex delivery across multiple functional areas will be key to the success of this roleDemonstrable experience of driving technology and/or business strategy innovation, leading to tangible business benefitAbility to establish a high performing team who can deliver against defined business requirements and can establish strong business relationships

Purpose of the role

To assess the integrity and effectiveness of the banks internal control framework to support the mitigation of risk and protection of the banks operational, financial, and reputational risk.  

Accountabilities

Collaboration with various stakeholders across the bank and business units to improve overall control effectiveness through detailed documentation of control assessments, procedures, and findings.Identification and investigation of potential weaknesses and issues within internal controls to promote continuous improvement and risk mitigation aligned to the bank’s control framework, prioritised by its severity to disrupt bank operations.Development of reports to communicate key findings from risk assessment including control weaknesses and recommendations to control owners, senior management, and other stakeholders.Execution of reviews to determine the effectiveness of the bank's internal controls framework aligned to established and evolving policies, regulation, and best practice.Implementation of adherence to the Barclays Controls Framework and set appropriate methodology of assessing controls against the Controls Framework.

Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.Escalates breaches of policies / procedure appropriately.Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.Negotiate with and influence stakeholders at a senior level both internally and externally.Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.Mandated as a spokesperson for the function and business division.
