TELECOMMUNCIATIONS MANAGER
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will serve as the branch head for the Protected Transport and Spectrum Branch directly supporting the Director, Assured Command and Control Division (N2N6N1). You will be responsible for leading the management planning, investments, requirements/resource oversight of assigned command and control communications programs. You will be responsible for spectrum management (SM), electromagnetic environmental effects (E3) and electromagnetic pulse (EMP) programs. You will determine the need for and direct studies and technical reviews as necessary to provide the analysis and program information required for program decisions and present it to the Director. You will support and defend FYDP and POM through Budget Reviews via issue papers and issue team meeting attendance. You will produce documentation for successful staffing through Navy, OSD, Joint and Congressional decision bodies. You will provide leadership and guidance to the administrative and operational activities and the day-to-day productivity of military, civilian, and contractor personnel. You will perform a full range of supervisory duties. You will prepare response for all queries involving assigned programs or issues for the Navy Office of Legislative Affairs, OSD and Congressional staffs, the Joint Staff and other Services, Commands, or Agencies. Requirements Conditions of Employment Qualifications There is a Basic Requirement for the 0391 Telecommunication series in the Federal Government. See the "Education" section of this announcement for details. In addition to meeting the Basic Requirement for a 0391 position in the federal service your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-14) in the private or public sector using comprehensive knowledge of the range of administrative law, policies, regulations and precedents application to the administration of Navy, DON and DOD initiatives including financial management, an in depth understanding of current DoD Planning, Programming, Budgeting, and Execution (PPBE) processes, current Navy financial management systems used to allocate, monitor, and report status of the execution of Navy funding, working knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of funding issues related to Navy communications and electromagnetic spectrum effectiveness, and the improvement of complex management processes and systems, broad knowledge in the technical and operational aspects of military and commercial communications, including satellite communications policies and warfare platform requirements must be relied on in making effective decisions, and a general knowledge of the electromagnetic spectrum and its major considerations for spectrum supportability for assured communications to perform the following: 1) Leading the management planning, investments, requirements/resource oversight of assigned command and control communications programs, 2) Holding responsibility for spectrum management (SM), electromagnetic environmental effects (E3) and electromagnetic pulse (EMP) programs. 3) Determining the need for and directing studies and technical reviews to provide the analysis and program information required for program decisions and present it to the Director level personnel/ 4) Supporting and defend FYDP and POM through Budget Reviews via issue papers and issue team meeting attendance. 5) Providing leadership and guidance to the administrative and operational activities and the day-to-day productivity of military, civilian, and/or contractor personnel. 6) Preparing response for all queries involving assigned programs or issues for the Navy Office of Legislative Affairs, OSD and Congressional staffs, the Joint Staff and other Services, Commands, or Agencies. 7) Demonstrating highly articulate speaking and writing capabilities required to fulfill the requirement for financial and technical analyses and presentations which must be clear and persuasive. 8) Performing a full range of Supervisory Duties involving substantial coordination and integration of several major work assignments, projects, or program segments of professional, technical, and administrative work. Education There is a Basic Requirement to hold a 0391 position in the federal government. You must have Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
