Telecommunication Specialist
Summary About the Position: Serve as a senior telecommunications specialist performing a wide variety of design and technical functions involving the accomplishment of major facility and plant telecommunications engineering projects. Responsibilities Perform telecommunications such as: transmissions, broadcasting, switching, control, and operation of telecommunications systems. Track developments and new applications of IT (hardware, software, telecommunications), emerging technologies. Solve problems by identifying problems; determining accuracy and relevancy of information; using sound judgment to generate and evaluate alternatives and making recommendations. Manage information by identifying a need; gathering, organizing, and maintaining information; determining importance and accuracy, and communicating it by a variety of methods. Perform 5-year radio frequency reviews. Implement projects dealing with telecommunications installations, upgrade of existing facilities, and/or modifications to existing plants/facilities. Provide technical assistance to operating personnel to resolve installation, maintenance, troubleshooting, and repair problems on a regular and recurring basis. Develop planning documentation to translate approved communications requirements into funded programs and projects. Specialized Experience: One year of specialized experience which includes experience preparing, evaluating, and troubleshooting telecommunications and information Technology (IT) equipment and systems for testing events by performing operational testing and resolving technical problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11/NH-02. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes Information Problem Solving Technology Awareness Telecommunications Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11/NH-02. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $137,000 including locality. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
