Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a position with the 9th Army Signal Command 59th Signal Battalion Located at Fort Wainwright, Alaska. Responsibilities Diagnose specific problems within various subsystems and perform necessary software manipulation to restore the subsystem to normal operation. Perform system level diagnostic troubleshooting to precisely locate and solve communications failures which causes interruption to call processing. Utilize diversified knowledge of analog and digital electronics theories, software practices and procedures to perform a variety of duties involved primarily with the operation, maintenance and alarm clearing of digital computer switching systems. Maintenance of in-house communications requirements which include all communications support infrastructure and cabling to include Category 5/6 house twisted pair copper cables and fiber optic cables. Plan and determine requirements for the installation of single line concept, perform maintenance, troubleshooting, and repairs to existing key systems. Utilize skill and dexterity in the operation of an OTDR test unit, hot melt installation tool and a fiber fusion splicer to clean, align, adjust, and fuse fiber optics strands and the splicing of large count twisted pair copper communications cables. Plan and accomplish assignments by applying the full range of skills and techniques in the installation, relocation, locating, testing, maintenance, and repair of aerial and buried cable lines. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Telecommunications Mechanic without more than normal supervision. Testing and maintenance of existing, new or modified data network infrastructures; installing telephone systems, circuit diagrams, and/or new copper and fiber optic cabling to include the splicing there of; inspecting and/or quality control ensuring specifications are met. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Incumbent must be physically qualified to perform work requiring standing and walking on concrete floors for extended periods, climbing ladders, pulling cables and wires, using hand tools and working in awkward positions. Incumbent is required to work in a sitting position for extended periods and frequently needs to bend, crawl, climb, and kneel. The work requires the incumbent to lift and carry items weighing 50 pounds and up to 100 pounds with assistance from lifting devices or other workers. Duties requires incumbent to have depth perception, ability to distinguish basic colors and shades as well as both hands and full use of fingers is required. Working Conditions: Work is performed indoors and outdoors. Indoor work is primarily conducted in well-lighted, heated, and ventilated areas. On occasion, the incumbent may be exposed to moderately high temperatures, dust, dirt, and hazardous environments. Working outdoors exposes the incumbent to climatic conditions such as winds, rains, extreme cold temperatures, and snow for approximately 8 months of the year. The incumbent must be capable of testing the atmosphere and entering underground communications vaults to accomplish tasks. The nature of the work exposes the incumbent to various potential risks, including falls from ladders and poles while working on aerial cables, cave-ins and falling debris while working on underground cables in dark and confined spaces, under buildings, and in attics. The incumbent is required to take all precautions to avoid hazardous conditions and perform all work in a safe manner. Safety belts, vests, boots, hat, glasses, and gloves are provided. Incumbent is responsible for the purchase and maintenance of items not authorized for purchase by current labor agreements. Additionally, the work may involve driving vehicles in inclement weather conditions, adding another layer of environmental exposure. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position. Pre-appointment Physical and Annual Physical required. (Must be able to climb ladders, scaffolds, operate within confined space, be able to stand for extended periods and able to lift objects up to 50 pounds unassisted). Duties require incumbent to have normal color vision. This position is covered by the civilian drug abuse testing program. Incumbent is required to sign DA Form 5019-R or DA Form 7412, "Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program," or a Memorandum of Understanding (MOU). This position is designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
