The primary purpose of this position is responsible for performing professional cyber networking Infrastructure planning, maintenance and installation support for the 96th Test Wing and Team Eglin units. Responsibilities Plans and Develops Telecommunication Systems Serves as a technical advisor, providing subject matter expert technical assistance/guidance Implements Telecommunications/Cyber Infrastructure Programs and Special Projects Develops Statements of Work for Telecommunications/Cyber Infrastructure Projects Prepares Budget, Technical Reports, and Briefings Provides Customer Assistance and/or Training for Assigned Telecommunications Systems Requirements Conditions of Employment Qualifications In order to qualify, you must meet the GRENERAL experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series 0391, Individual Occupational Requirements and Group Coverage Qualification Standard for Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR GENERALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of the closing of this announcement, general experience which must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent and at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. This experience will provide a basic knowledge of telecommunications functions, problems, and/or solutions and also experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. OR Combination of experience and education that provides me with the knowledge, skills and abilities to perform the duties of a Telecommunication Specialist. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of telecommunications and cyber infrastructure theories, concepts, principles, practices, procedures, policies, standards, and operational requirements. 2. Knowledge of operational and performance characteristics of telecommunications equipment, systems, services, and transmission media to develop procedures/policies/practices for local use; inspect, repair, maintain, and evaluate devices, proposals, and approaches. 3. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. 4. Knowledge of basic electronics theory and operating principles to include network architecture and topologies, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility. 5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. 6. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). 7. Knowledge in base area network (BAN) topologies, network transport media, inside/outside plant cable systems, antenna systems supporting base wide LMR.
