Summary This announcement is for TEMPORARY, INTERMITTENT positions NTE 1 year/1040 hours located in various bureaus in the Department of State. The incumbent serves as a Telecommunications Specialist, responsible for a variety of technical and administrative functions whose primary aims are to support, improve and extend telecommunications and computer systems capabilities and services at Foreign Service posts on temporary duty assignments, frequently on very short notice. Responsibilities Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish computer and telecommunications performance levels. Direct post's classified information systems program. In coordination with post's AO and ISO at Embassy, develops and implements plans to improve post operations through information systems. Acts as manager for post's classified information systems. Ensures that required ADP daily, weekly, monthly, and other periodic procedures are carried out as required by each State Department supported application's standard operational procedures, for, those systems supported at the Consulate. Provides timely and accurate responses to user requests concerning suspected hardware, software malfunctions, basic work questions, and IM supported data applications. Develops and conducts end user training on the use of unclassified applications The Bureau of Western Hemisphere Affairs promotes U.S. interests in the region by developing and promoting partnerships with countries, people, the private sector, civil society and others. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. In addition, qualifying specialized experience must demonstrate the following: Experience using ADP systems to maintain accurate records of equipment use and system configuration. Experience performing routine maintenance on ADP hardware. Experience creating deployment plans and organizational concepts. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
