TELECOMMUNICATIONS SPECIALIST

Responsibilities You will serve as a Telecommunications Specialist, Navy and Marine Corps Spectrum Office (NMCSO), Hawaii. You will conduct analysis/ studies DON radio frequency assignments with a view toward adjustment, sharing, or reassignment to ensure spectrum efficiency for authorized Navy use. You will assist in making decisions in negotiating concerning DOD policies and positions in above areas and in the revision of these policies and positions in order to reach the best possible solution for the DOD and DON. You will prepare engineering data for frequency, telecommunications, and other C-E matters for participation in meetings or subcommittees, National and International working groups, conferences and conventions. You will prepare and analyze technical material on short notice for permission in a logical, systematic, and positive manner. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience of radio frequency management. Experience in preparing engineering data for frequency, telecommunications, and other electronic matters. Experience of radio equipment and radio propagation. Experience completing Interservice Radio Frequency Management School (IRFMS) or the Army equivalent Electromagnetic Spectrum Managers Course Additional qualification information can be found from the following Office of Personnel Management website: Telecommunications Series 0391 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. Additional Information Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
