Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management – Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support. Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.
Responsibilities Perform all administrative and Operation and Maintenance (O&M) functions and routines required for the switching equipment such as Local Session controller, Voicemail, Telephone Management System (TMS), Crash conferencing, and ancillary equipment.Create and maintain maintenance logs.Monitor the local session controller and supporting systems (Critical/Major/Minor) alarms and (auxiliary critical/major/minor) alarm panels, to include Remote Station Unit (RSU), power, and environmental (HVAC) alarms between the hours of 0400 - 2000.Coordinates with Original Equipment Manufacturers to support switching equipment.Provide a report of all minor and major alarms that occurred on a monthly basis and the action taken to resolve the alarms.Report outages in accordance with local and higher headers processes and procedures,Support customer telephone requirements that include responding to service requests, isolation and repair of telephone troubles.Perform any necessary equipment/system modifications or programming required to provide the required 99.9 percent reliability level of service to the subscribers.Process requests for all moves, adds, and changes requirements utilizing the TMS.Maintain files for all completed work requests.Collect, enter, and maintain customer billing data using TMS and conduct customer satisfaction surveys.Update the E911 database within 24 hours of any change in data.Support emergency work requests within two (2) hours of oral or written notificationInput Government telecommunication Service Requests into the E911 telephone company database and support the in reconciliation of Public Safety Answering Point (PSAP) errors.Support modernization programs such as Network Modernizations-Continental United States (NETMOD-C), Installation Information Infrastructure Modernization Program (I3MP) (e.g. site surveys, data calls, etc.).Participate and provide technical support to engineering design reviews, technical working groups, Change Control Board (CCB) process/board, and miscellaneous meetings and briefings.Provide property accountability for all accountable telecommunication equipment using the standard Army accountability system for all O&M maintenance actions.Provide Remote Switching Unit (RSU) and communication room cleanup and cable management.Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours.Perform other duties as required. Required Experience/Qualifications Education: Possess an associate’s degree or higher.Minimum of five years’ experience supporting Telephone Switch infrastructure.Qualified to support ISP requirements to include the installation, operation, and maintenance of voice and infrastructure services.Proficient in site safety, site surveys, blueprint reading, bonding and grounding (earthing) and firestopping practices.Knowledge of I3A standards and procedures.Able to interpret blueprints, applying a standards-compliant labeling scheme (e.g., ANSI/TIA-606).Able to troubleshoot Unshielded Twisted Pair (UTP) link/channel with a certification test set.Able to troubleshoot an optical fiber channel with an optical time domain reflectometer (OTDR).Experienced on the testing and installation of CAT5/CAT6 cable.Has user level experience with Microsoft Windows OS, Microsoft Office Products (including Visio) and Adobe Acrobat.Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.Residential Qualification (On-the-Job) – Cisco Voice/Media.Has the ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic). Preferred Experience/Qualifications Supported the U.S. Army or other DoD Agency.Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
