The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and US INDOPACOM.  SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

 

We have a near-term need for a Program Analyst to provide onsite support out of the Mark Center in Alexandria, VA.

Responsibilities

The DoD Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. It is responsible for DoD Test and Evaluation (T&E) facilities and resources, ensuring Defense has the infrastructure required to research, develop, field, and maintain military systems. This position supports a program management team for TRMC's hypersonics portfolio. The candidate will be responsible for program analysis to help modernize hypersonics test infrastructure. Responsibilities will include developing program plans, monitoring technical performance, conducting risk management, reviewing contract deliverables, and contributing to knowledge management. The candidate will support a talented team of engineers and project managers to help achieve program success.

Qualifications

Required:

Bachelor’s degree
7+ years of professional experience with 4+ years supporting Defense programs
Familiarity with common elements of project management such as cost, schedule, and performance
Familiarity with project lifecycle stages (technology maturation and risk reduction, engineering design, manufacturing and construction, testing and commissioning, operations and sustainment)
Able to work fully onsite based on client needsActive Secret clearance

15 years of relevant professional experienceExperience working with DoD Test and Evaluation, test ranges, ground testing, hypersonic wind tunnels, or other test infrastructure
