This position is within the Defense Systems Engineering Department (N222).  The Department’s Sponsors include OSD-level Test and Evaluation (T&E) organizations, including Director, Operational Test and Evaluation (both DOT&E Cyber Assessment Program and DOT&E Strategic Initiatives, Policy, and Emerging Technologies Office), Executive Director, Developmental Test Evaluation and Assessment (DTE&A), and the Test Resource Management Center (TRMC).

Roles & Responsibilities:
 

This role supports work sponsored by the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E), Test Resource Management Center.  In addition to directly supporting the TRMC project’s needs, the role includes collaboration with and support to the Defense Systems Engineering Department (N222), OSD Division (N220), DoD and Services Center (D&S), and MITRE National Security Center (MNS). 

The overall responsibilities of this role are to serve as strategic advisor and technical expert to the TRMC project lead and task leads in exploring, defining and developing advanced technology T&E methodologies, capabilities, and processes with an emphasis on test resourcing.  This role will help develop and support strategies that inform the technology transition of emerging technologies. The position will provide direct support to various sponsor tasks.

Across the TRMC Centralized Test and Evaluation Investment and Program (CTEIP) and Test Technology Areas (TTA) lead a systematic review of T&E needs and gaps.  Propose approaches to filling the gaps through current or emerging technologies, organization or processesAcross the DoD Services and warfighting domains lead a systematic review of domain-specific, cross-domain, and Joint T&E needs and gaps.  Propose approaches to filling the gaps through current or emerging technologies, organization or processesFacilitate collaboration between MITRE’s OSD T&E Department and MITRE OSD projects, departments, and divisionFacilitate collaboration and leveraging of MITRE OSD T&E projects’ best practices to the DoD & Service Center and MITRE National Security Center projects, departments, and divisionsAdvised on, and develops strategies for, Joint and Service T&E methodologies, capabilities, and processes and how those can help inform technology transition strategies

Basic Qualifications:

Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.Active Top Secret or higher DoD Clearance.Familiar with DoD T&E methods, processes, organizations, and infrastructure.Advanced degree in a STEM field.Strategic mindset and demonstrated leadership experienceEffective communication skillsSkilled in collaboration.This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

Extensive and broad experience with DoD T&E methods, processes, organizations, and infrastructure. Extensive experience with Joint test and Joint test organizations or experience in leading a large joint or combined operational and developmental test team/organizationExtensive experience in conducting and advising leadership on test policy, acquisition program oversight, and T&E resourcingExperience working with DoD T&E organizations to include Test Resources Management Center, Director of Test Evaluation and Analysis and the Director of Operational Test and EvaluationAdvanced degree in STEM field; mechanical, electrical, or aerospace engineer advanced degreePreviously certified and experienced test pilot or test engineerEffective senior leader brieferActive TS/SCI

Salary compensation range and midpoint:

$161,000 - $201,000 - $241,000 Annual
