Title:
Test Resource Management (TRM) SpecialistKBR is seeking a Test Resource Management (TRM) Specialist to join our Team in support of PMA-268. The Unmanned Carrier Aviation program office (PMA-268) is responsible for the MQ-25 Stingray unmanned air system and the Unmanned Carrier Aviation Mission Control System (UMCS). The Stingray will be the Navy's first operational, carrier-based unmanned aircraft and will provide a critical aerial refueling capability to the carrier air wing.
In this role the TRM coordinates and supports T&E reviews and meetings as required. The Test and Resource Management Specialist supports development of briefs, white papers, reports, and documentation as required. This position will be located at Lexington Park MD supporting a NAVAIR project onboard NAS Patuxent River and will work with PMA-268 program personnel.
Job Description:
Support the PMA 268 (unmanned carrier aviation) Assistant Program Manager T&E as required.
Coordinates test assets to ensure test resources are managed to support program goals.
Schedules and resources test events to meet emerging and time sensitive requirements.
Maintains compliance with all Navy, NAVAIR, PMA-268, and KBR training requirements to include cybersecurity and information assurance training.
Prepares and submits test resource plans (or equivalent documents) in a timely manner to support test.
Basic Qualifications:
Education:
Bachelor’s degree or equivalent.
Experience:
A minimum of three (3) years related experience is required.
Familiarity with the test technical products as described above is required.
Must be proficient using Microsoft suite of products.
Experience supporting T&E is required.
Must have a background supporting NAVAIR aviation programs.
Must be flexible and able to adapt to new information and programs.
This role requires the ability to work in an office environment as well as an aircraft hangar.
Must have experienced with NAVAIR Systems Test and Experimentation Management.
Must be proficient at understanding test processes and coordinating with multiple parties to effectively and efficiently schedule test resources to meet test timelines and program milestones.
Familiarity with test products (test plans, test plan reviews, post-test reports) and be knowledgeable about Test and Evaluation (T&E) instructions, policies, and handbooks is required.
Must be familiar with T&E tools, compliance methods, and databases.
Familiarity with the acquisition life cycle, acquisition documentation, and acquisition reviews is required.
Must be proficient at test plan review with an understanding of test execution and the risk to schedule, cost, and system performance.
Must understand test timelines and can generate metrics that determine test risk and compliance, and the potential impact to effective test is required.
Must have prior experience or familiarity in Government Furnished Property (GFP) as required.
An active secret level security clearance is required. Must be able to obtain and maintain a Top-Secret level security clearance.
Must be able to travel as required by contract.

Must be knowledgeable of test development and test resources. Must have general knowledge of aircraft hardware and software.

Must be flexible and can adapt to new information and programs.
Must have the ability present data to internal and external customers.
Must have the ability to research, review, and understand technical information.
Should be familiar with the following instructions: DOD 5000.02, SECNAVINST 5000.2, NAVAIRINST 3905.1 (Test Reporting Policy for Air Vehicles), NAVAIRINST 3960.2 (Acquisition Test and Evaluation), NAVAIRINST 3960.4 (Project Test Plan Policy for Testing Air Vehicles), NAVAIR INST 4355,19 (System Engineering Technical Review Process).
Preferred Skills:
Knowledge of the acquisition T&E Handbook, knowledge of the Test Requirements Definition and Concurrence Guidebook, and ability to find information in the College of T&E.

40 hours/week
Compensation:
$81,000 - $122,800
The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.
Additional Compensation:
