Summary: The Testing Specialist Support will provide support to the Navy Medicine Operational Training Command (NMOTC). The NMOTC Information Management and Technology Department IT Service Area activities are performed in close cooperation and coordination with, but not limited to: Application Integration and Business Intelligence Support, Desktop Support Services, IT Operations, Customer Portfolio Management and Cyber Support Services. Services are typically accomplished through integrated product or project teams, comprised of Government and Contractor personnel. The NMOTC Information Management and Technology Department and the associated IT Enterprise provides services to over 100,000 end-users world-wide to include 1,300 unique operational medicine program owners across Navy Medicine, individual projects, laboratories, and other Fleet and Fleet Marine Force medical organizations. Responsibilities Essential Job Functions: Troubleshoot and continually evaluate functionality and design of adaptive test engines and test library usage/exposure over time using GOTS and COTS software systems. Evaluate and maintain data on test library content coverage for 4,000 cognitive and non-cognitive items measuring 5 different aptitudes in 3-10 content areas each, as well as 11 non-cognitive trait facet categories. Develop scales and test forms to capture traits, facets, or aptitudes related to effective job performance. Scale and form development typically involves simultaneous design of numerous measures to be used for adaptive test library expansion, requiring focus on psychometric equivalence, content redundancy, establishment of linking items, and grammatical and stylistic quality. Perform data management and cleaning for transfer of trait and aptitude measures data into formats and datasets amenable to analysis using item-response theory and factor analysis. Perform parameter estimation and scale linkage analyses across forms to ensure comparability of scores generated using different forms targeting the same construct. Oversee data collection protocol requirements for delivery of up to 30 different test forms to participant samples ranging in size from 10-300 people, to include maintenance of materials requirements and test form requirements by participant. Troubleshoot and continually evaluate functionality and design of adaptive test engines and test library usage/exposure over Document summaries for analyses of test bank development work, scale validation, scale bias estimation, and data-model fit for customized measurement scales. Develop psychological test questions in a military aviation environment. Provide effective communication and customer service skills. Analyze and document information and testing results. Apply and deploy testing instruments in a web-based application. Analyze test questions for accuracy and feasibility. Display extensive experience using BILOG-MG3& SPSS statistical software. Apply HIPAA Ethical Standards for Human Subjects Use across all work activities. Manage APEX accounts, user access and system utilization. Provide help-desk functions to users at approximately 150 remote locations. Use Service Now software to track help desk calls. Assist users in isolating application or workstation technical issues. Provide basic training to users on how to administer APEX test, record results, store results, and submit official results via official letter. Coordinate and schedule students for testing Administer testing programs. Manage test databases to ensure data is accurate and organized. Maintain testing lab to ensure all computers and peripheral equipment are operational. Perform other duties as needed. Qualifications Necessary Skills and Knowledge: Knowledge and experience in developing psychological test questions. Knowledge and experience in obtaining and documenting functional requirements from customers. Experience in applying and deploying testing instruments. Experience in APEX testing software Knowledge and experience in equipment configuration and maintenance Experience in analyzing and documenting information Knowledge and skill in analyzing and resolving technical issues. Effective communication and customer service skills Skill in installing and manipulating servers, hardware and other equipment. Minimum Qualifications: Hold a bachelor’s degree in psychology with two years of experience in Psychology. Must be a US citizen. Must have and ability to maintain a Secret clearance.
