Outline of Responsibilities
The Project Controls Specialist will be assigned on multiple projects to coordinate overall project schedule integration with project cost, as well as all aspects of Owner’s schedule, cost tracking and control, progress measurement and project change management.
Primary Duties and Responsibilities
Particular responsibilities may vary from project to project; however, they essentially include:
General Project Controls:
•Appraisal of project cost and schedule performance for all assigned projects.
•Assist Project Management in developing/reviewing cost and schedule corrective action and recovery plans, and making sure needed actions/plans are implemented
•Develop/administer/report owner’s integrated project schedule addressing engineering, procurement, fabrication/construction, installation and startup/commissioning phases as required.
•Status, update and report for all project activities •Integrate Subcontractor’s schedules
•Report and analyze schedule variances against baselines •Raise flags, take recovery actions and follow up when adverse schedule trends are identified
•Appraise Subcontractors progress relative to the schedule and report results to Project Manager.
•Review, upgrade as necessary, and approve the Subcontractors schedule control plan
•Ensure the Subcontractors schedule and cost forecast are in alignment
Progress Monitoring:
•Establish and maintain project progress measurement systems for assigned projects
•Develop/update various Project Controls Progress indicators (% Spent vs. % Complete, Actual Cost vs. Budget, etc.) to assist the Project Manager in evaluation of project health and focus areas
•Track and analyze progress variances against baselines •Raise flags, take recovery actions and follow up when adverse progress trends are identified
•Review and endorse progress report by the Subcontractor
Cost Tracking and Forecasting: •Develop/administer/report cost tracking/forecasting for assigned projects
•Track committed and actual, reconcile actual with estimated cost, develop cost forecast, analyze variations against baselines
•Raise flags, take recovery actions and follow up when adverse cost trends are identified
•Investigate cost inconsistencies and booked charges as required
•Review and integrate with Subcontractors cost reports and expenditures
•Assist with blocked invoices
