TITLE 32 AIRPLANE FLIGHT INSTRUCTOR (MI 110th OG/OSS)
Summary THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 AIRPLANE FLIGHT INSTRUCTOR (MI 110th OG/OSS), Position Description Number NDG2046000 and NDG2044P01 and is part of the MI 127 Wing, Michigan Air National Guard. Responsibilities ***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located at the unit level in the Air National Guard (ANG) Aviation Wing, Operations Group at selected units in the ANG. The primary purpose of this position is to both personally pilot and to instruct others in the piloting of highly advanced military Remotely Piloted Aircraft (RPA) which involves such functions as launch and recovery, surveillance, surface attack, full scale weapons employment, mortar to arm escort, killer scout, target illumination, laser targeting, functional flight tests, and flight testing. This position description is designed for those National Guard unmanned aircraft where the pilot is issuing flight control commands directly to the aircraft via "stick and rubber" as opposed to those where the operator inputs flight and navigational commands into a flight control system which determines the appropriate "piloting" actions. The incumbent performs limited supervisory duties over a small number of RPA pilots and instructor pilots. The supervisor responsibilities are performed for less than 25% of the average work time. GS-2181-12 1. Pilots the RPA primarily during both combat and non-combat training missions. Examples of non-combat missions include Intelligence, Surveillance, and Reconnaissance (ISR) and search and rescue missions. 2. Conducts flight testing, maintenance testing, and Operational Test and Evaluation (OT&E) for existing and emerging RPA operating systems. 3. Supports Large Force Exercises (LFE) and performs Continuation Training (CT) duties which may include, but are not limited to: Employs full spectrum of RPA weapons. Weapons include, but are not limited to: GBU-12 Laser Guided Bombs (LGBs), GBU-38 Joint Direct Attack Munitions (JDAMs), and AGM-114 Hellfire Air-to-Ground missile. Ensures all weapons expenditures, both inert and live, are accomplished within strict compliance with Army, Navy, and Air Force Instructions and regulations. 4. Maintains a through knowledge of aircraft systems and procedures under normal, instrument, and emergency conditions. Flights are conducted in both day and night missions in visual and instrument conditions. 5. Maintains Combat Mission Ready (CMR) status as an RPA pilot. Responsible for mission planning and preflight briefings that include: intelligence briefings, weather briefings, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. 6. Serves as the Air Operations Officer's (AOO) representative when performing duties as: Operations Supervisor (OPSUP), Supervisor of Flying (SOF), or Mission Crew Commander (MCC); and is responsible for the safe and efficient mission accomplishment through the use of Operational Risk Management (ORM). GS-2181-13 1. Administers combat flight training to military aircrews. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties. 2. Assesses instructors, CMR and BMC pilots, CMR and BMC Sensor Operators (SOs), and Mission Coordinators (MCs) both assigned and attached to the unit. Assesses newly acquired pilots, SOs, and MCs to determine capabilities/proficiency in the RPA, and train them to effectively employ in a combat mission. 3. Projects unit training requirements and prepares required training records. Utilizes all available training aids to instructs airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. 4. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions. Flight will be conducted in both day and night missions in visual and instrument conditions. 5. CMR status as an RPA pilot. Responsible for mission planning and preflight briefings that include: intelligence briefings, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. 6. Military Grades: O2 - O5 SPECIALIZED EXPERIENCE: GS-12 Air National Guard Officer Remotely Piloted Aircraft (RPA) Positions: This position requires aircraft operations knowledge and the skills to safely operate the aircraft. Applicants must demonstrate experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-12 Air National Guard Dual Status remotely piloted aircraft (RPA) Officer positions. For Air National Guard positions, must have working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the skill qualifications for RPA GS-12 positions require experiences in general piloting activities such as, launch and recovery, surveillance, surface attack, full scale weapons employment, mortar to arm escort, killer scout, target illumination, laser targeting, functional flight tests, or flight testing. Experienced with National Guard unmanned aircraft where the pilot issued flight control commands directly to the aircraft via "stick and rudder" as opposed to those where the operator inputs flight and navigational commands into a flight control system which determines the appropriate "piloting" actions. Experienced in mission tasking, intelligence reports, and weather information. Experienced in mission planning, mission preparation, filing flight plans, and conducting crew briefings. Experienced in RPA work during combat or non-combat training missions. Experienced in non- combat missions, such as intelligence gathering, surveillance and reconnaissance; or search and rescue missions. Experienced in conducting typical non-combat missions to support local, state, and federal agencies following natural disasters; or, have other experiences in contingency operations or patrolling the Nation's borders. Experienced in piloting missions that involved tracking people or vehicles at low altitudes for several miles across a variety of terrains. Experienced in developing plans and policies, monitoring operations, or advising commanders. Experienced in basic techniques of the RPA Line-of-Sight and instrument techniques at low altitudes and speeds over unfavorable terrain from confined or isolated areas during daytime or nighttime conditions. Experienced with Advanced Instrument Procedures flying day or night missions while utilizing RPA targeting systems and sensors, to include using infra-red, electro- optical, low-light TV, or fusion. Experienced in instrument flying techniques where visual capabilities were restricted to the on-board camera field of view. Experienced in applying lost- link emergency procedures. Experienced in operating and updating Emergency Mission tactics to ensure aircraft terrain clearances; minimizing unintended flights over local populations; or, conforming to local airfield and airspace procedures. Experienced in programming code/logic into the aircraft that directs its flight controls when the links between the pilot and the aircraft are lost during flight. Experienced in the Federal Aviation Administration regulations and Concept of Operation Agreements when flying in the National Airspace System to minimize risk to manned aircraft when the operational links are lost with the RPA. Experienced with the aviation unit quality control management programs; and, unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, Air National Guard, and Occupational Safety and Health Administration directives. Experienced with directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in coordinating with appropriate agencies, to ensure compliance with all applicable safety regulations and programs. Experienced with flight testing, maintenance testing, and Operational Test and Evaluation for existing or emerging RPA operating systems. Experienced with techniques used to determine RPA air-worthiness and evaluating mechanical deficiencies. Experienced in reading and interpreting reports that discuss the RPA suitability, functions, and general practicability of the aircraft and its components or systems. Competent in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace. Experienced in working within operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands. GS-13 Air National Guard Officer Positions Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-13 Air National Guard Dual Status Officer positions. For Air National Guard positions, must have at least two years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Experienced in piloting and instructing pilot skills in one or more of the following main- frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the ability to train and instruct others in the piloting of a specified main-frame military aircraft. Experienced in reading and applying mission tasks, intelligence reports, and weather information. Experienced in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance. Experienced in conducting or supervising crew member training on simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Experienced in planning and preparing for missions; and, must have at least two years experiences in piloting or instructing others in piloting specific air-frame/military aircraft. Experienced in various piloting administrative tasks performed in support of Air National Guard aviation programs. Experienced in aviation unit quality control management programs, Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives. Education You must meet the following Education requirement to qualify for this position: GS-12 Air National Guard RPA Officer Positions An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. GS-13 Air National Guard Officer Positions An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. Award of entry level to the technician position's compatible military skill, without a completed SSBI, is authorized provided an interim Top Secret security clearance was granted. 2. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. MILITARY REQUIREMENTS Upon selection, individuals are assigned to a compatible military skill in accordance with Army or Air Force skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military certifications OR Federal Aviation Administration certificates; current aeronautical ratings, medical and flight physical requirements, and qualifications for aviation service, military skill requirements in training, education, certifications, and experience.
