Use this link to apply https://intelshare.intelink.gov/sites/ngbhr/careers/SitePages/State-Unit%20Vacancies.aspx Responsibilities ***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in an Air National Guard (ANG) Wing Inspector General (IG) Office. The Inspector General (IG) Superintendent oversees various complex IG activities, develops policy, and advises the Wing IG on effectively implementing The Inspection System, to include the Commanders' Inspection Programs (CCIP), as well as the Complaints Resolution, and Fraud, Waste, and Abuse (FWA) Programs. Work products impact a wide range of agency activities. 1. Serves as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Oversees multifaceted IG programs designed to independently assess unit(s) mission readiness, economy, efficiency, and state of discipline for the Wing; and provides timely, credible, and impartial information to program managers, policymakers, and leaders at all levels. 2. Responsible for planning and executing the various complex programs supporting of the Wing CCIP. Organizes and conducts independent evaluations of high-risk mission areas to identify issues interfering with readiness, economy, efficiency, discipline, effectiveness, compliance, performance, and surety. 3. Oversees the management of Wing instruction and develops goals using detailed analysis of the Wing USAP and IG systems of record, to include IGEMS, IGEMS-C and MICT. Ensures the Wing USAP is developed and continually refined to inform the CCIP of the Wing's overall health. 4. Serves as an independent IG in overall operation, administration, and management of the CRP, IG Investigations, FWA, and Whistleblower Reprisal program. Assists the Wing IG in the development, review, and implementation of local guidance; supplements to G-MAJCOM(s) policies and procedures to achieve prompt and proper resolution of investigations and inquiries under the IG CRP. 5. Coordinates with the Wing Commander and Wing IG to identify and apportion appropriate manpower to administer effective CCIP and CRPs as IG duty is a position of high public trust and personnel selected must be functional experts with a breadth of experience. Serves as a SME on IG force development and roles and responsibilities as outlined in DAF, G-MAJCOM(s) and Career Field Manager's guidance. Military Grades: E7 - E8 SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of a variety of well precedential assignments, which are moderately difficult, complex, or sensitive. Knowledge of evaluation, analysis, fact-finding, and investigative techniques to gather data, identify significant factors, and provide or recommend a solution from possible alternatives. Skill in oral communications to establish and maintain work relationships within the unit. Ability to operate various automated data collection and record keeping systems. Knowledge of Department of Defense (DoD) policies and the regulations of the Department of the Army, Department of the Air Force, and the National Guard Bureau related to record-keeping, inspection, investigative techniques, and general office practices. Knowledge of computer security. The required knowledge of, and skill in applying, a wide range of complex inspection, investigation, and/or compliance principles, concepts, and practices; administrative and legal procedures; and statistical and financial analyses. Other functions at this level include the knowledge of business practices common to regulated entities and parties sufficient to perform duties such as: coordinate and ensure case work is supported by evidence; develop supportable cases for presentation and/or disciplinary action; coordinate investigative activities with Military, Federal, State, and local law enforcement officials; collect and confirm information from a variety of sources and methods, such as court records, databases, periodicals, financial reports, the Internet; and prescribe corrective action or remediation in difficult and complex unit capabilities. The required Knowledge is not the at level mastery of, and skill in applying, laws and regulations to inspection, investigation, enforcement, and/or compliance work. Work at this level involves developing new techniques, legal processes and approaches, and requires mastery of advanced principles and concepts of a field sufficient to develop agency wide policies, procedures, and strategies.
