This person is responsible for overseeing the CN ECCN and HS classification results and end to end - this includes ECCN and HS classification and the gathering and reporting of related HS elements.  This person will oversee the results produced by the classification supplier.  In addition, this person will provide management oversight of the end process ensuring classification related data elements are provided in a timely fashion and Applied’s IP protection protocols are followed.       

Responsibilities

Coordinate providing subject matter expert advice on China classification matters to internal stakeholders. Partner with classification supplier to represent Applied’s classification position and opinion to China Customs and China customers on high value or high-risk classification compliance matters.  Improve process based on feedback from stakeholders.   Review the classification results and ensure the classification decisions are incorporated Applied’s global database.    Ensure parts are properly classified and categorized for China export control purposes.  Ensure brokers are properly handling China export-controlled parts. Oversee the end-to-end Chinese ECCN classification process ensuring parts are classified accurately and required supporting data is well documented and provide to the classification supplier as early as possible. Collaboratively work with the classification supplier and Applied Materials China Logistics, and other stakeholders on high value or high-risk HS tariffs disputes with Customs and similar classification compliance related matters. Initial tariff pre-ruling for accurate classification decisions and tariff savings opportunity by working with the classification supplier and relevant Customs department. Analyze and assess China regulation on tariff policy for import and export restrictions.

Qualifications

Minimum 5 years’ experience managing China trade compliance for a multi-national corporation. 

Minimum 3 years’ experience on CN HS classification for mechanical and electrical products is required.  

Must have strong English and Chinese speaking and writing skills.

Bachelor’s degree or equivalent required.  Engineering, chemical or similar technical field is preferred.

Familiarity with semiconductor manufacturing products is preferred. 

Experience with import/ export customs operations and communicated with Customs officials is preferred.

Experience with Word, PowerPoint, and Excel is required.  Experience with SAP, Visio, and MS Project is preferred. 

Also required to be successful:

Ability to work with other departments and government officials to resolve classification related issues.

Ability to work well with people at different levels required. 

Ability to manage multiple projects at the same time.

Self-motivated, result-oriented, and able to work independently. 

Ability to travel up to 10%.
