TRAFFIC MANAGEMENT SPECIALIST
Summary You will serve as a TRAFFIC MANAGEMENT SPECIALIST of NAVSUP FLEET LOGISTICS CENTER NORFOLK. Responsibilities You will be responsible for entitlement audits of navy-funded GAM and PPM shipments and storage of personal property, HHG, mobile homes, boats, and POV for military members. You will collect, validate, and correct, as necessary, pertinent information in data records and supporting documentation utilizing the Navy approved documents archive system, the Defense Finance and Accounting Service (DFAS) finance systems. You will also collect, validate, and correct, as necessary pertinent information in data records and supporting documentation utilizing the Defense Personal Property System, the Defense Table of Official Distance and other applicable data sources. You will compare payments entitlements; Compare authorized and unauthorized entitlements. You will determine any costs in excess of entitlement and identify the specific cause resulting from things like exceeding weight allowance or storage periods, attempted pickup or delivery charges. You will also determine any costs in excess of entitlement and identify the specific cause resulting from things like shipping excess distances of unauthorized items or accessorial services such as packing and crating. Requirements Conditions of Employment Qualifications FOR GS-09: Your resume must demonstrate at least one year of Traffic Management Specialist specialized experience equivalent to the next lower grade level (GS-07) that demonstrates utilizing a knowledge of established traffic management policies, principles and practices involving commercial transportation industry practices in the area of personal property movements in order to audit and validate entitlement claims. I have demonstrated experience performing entitlement counseling, guidance and audits related to shipment and storage of household goods and personal property. Examples of specialized experience include the following:1) Apply a basic knowledge of transportation and finance regulations and procedures related the shipment and storage of household goods and personal property; 2) Conduct fact-finding analysis and research into personal property shipments and financial-related issues and generates correspondence pertaining to the resolution of customer issues; 3) Maintains all records for entitlement audits and personal property system claims, settlements; and 4) Utilize automated information systems to access, retrieve, research and analyze information that is from various transportation and financial data systems in order to conduct audits and reconcile errors. For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with traffic management duties by following regulations and procedures to help coordinate shipments of equipment and hazardous material across various modes of transportation. Examples of specialized experience include some or all of the following; 1) Reviewing billing statements to assist with resolving carrier issues; 2) Adhering to rules, regulations, laws and procedures when assisting with the movement of materials; 3) Helping with the determination of special service and equipment required to transport an assortment of commodities including hazardous material, personal property or standard cargo in prescribed time frames; 4) Following prescribed methods to consolidate shipments; 5) Utilizing computer information systems to ensure the timely delivery of equipment to destination.
