TRAFFIC MANAGEMENT SPECIALIST (Title 32)
Summary This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number NGD2422000 and is part of 114th LRS. This is a Title 32, Dual-Status position. Temporary, NTE 15 PP. AREA(S) OF CONSIDERATION: - Title 32 Dual Status Technicians (DST): permanent employees (tenure group 1 or 2) of the South Dakota Air National Guard - Title 5 National Guard Employees (NGE): permanent employees (tenure group 1 or 2) with military membership in the South Dakota Air National Guard Responsibilities As a Traffic Management Specialist, GS-2130-09, you will: This position is located in the Distribution Section of the Deployment and Distribution Flight, Logistics Readiness Squadron, Mission Support Group, at an ANG Aviation Wing. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Must hold a 2T0X1 AFSC. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. - Knowledge of financial/budgetary requirements sufficient to perform monthly reconciliation of all charges associated with commercial air travel. - Skill to apply applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. - Skill to prepare reports and recommendations involving appeals, special permits, adjustments in rates and charges. - Skill to identify, analyze and resolve transportation issues or problems.
