Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1912P01 and is part of the IL USPFO, National Guard. Responsibilities As aTRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-9, you will plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies, and may be appointed as the Container Management Officer and as the Assistant Contracting Officer Representative (ACOR). Major Duties - This is NOT an all-inclusive list: Serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Advise travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Review the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Procure domestic and international travel for both military and civilian passengers. Assist in the development of, maintain, and exercise the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Ensure that traffic management and transportation services required to support the mission are accomplished which includes services incident to receiving, processing, and dispatching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Provide input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Reconcile and validate the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment. Analyze traffic data and characteristics to determine areas of potential improvement and make recommends for changes to the Traffic Manager; identify economic and efficient uses of transportation; and project mission transportation requirements. Manage the Carrier Performance Program for the state and provide input to the Traffic Manager for the overall program. Safeguard accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets. Insure the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted, may not exceed rank of 1SG. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
