The Broward County Board of County Commissioners is seeking qualified candidates for a Trainee for the Small Business Development section of the Office of Economic and Small Business Development. 

General DescriptionThe Small Business Development Specialist Trainee will work with experienced Small Business Development staff to gain hands-on experience processing certification applications and performing compliance tasks in relation to awarded Broward County agreements  with small business participation goals. This includes the review of project information and the recommendation of small business participation goals on Broward County projects, reviewing agency solicitation documents, evaluating vendor responses, corresponding with prime vendors and subcontractors, and monitoring awarded contracts for compliance with the applicable local and federal small business program requirements.

Must also be able to fulfill the following minimum requirements of the Small Business Development Specialist classification within a maximum of two years from the date of hire:

- Requires a Bachelor's degree from an accredited college or university with major coursework in business or closely related field. Two (2) years of relevant experience may be substituted for each year of required education.)
- Requires two (2) years in the development and management of small business enterprises programs or closely related experience.

Minimum Education and Experience RequirementsTo be eligible for participation individual must be at least 18 years of age and able to comply with all applicable County employment guidelines.
Must also be able to fulfill the minimum job requirements of the associated job classification the employee is training for within a maximum of two (2) years from the date of hire.

Preferences
- Master's degree in business, public administration, economics or urban planning
- Certified Compliance Administrator (CCA) Certification AND/OR Master Compliance Administrator (MCA) Certification
- Experience working with Federal DBE/ACDBE program and/or local small business development programs in certification, compliance, or both
- Experience working with public or private sector procurement processes, including services to vendors or vendor support, to encourage inclusion of small businesses and reduction of barriers, in public sector contracting
- Experience providing technical assistance to project managers, division directors, prospective County vendors, small businesses, and the general public regarding regulations, and programs to assist small businesses
- Experience in written and verbal communication, data collection and analysis, presentation and public speaking

DUTIES AND RESPONSIBILITIES

Duties and responsibilities depend significantly upon the classification the incumbent is in training for. The functions listed below are general in nature for time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
