POSITION SUMMARY

The Training and Recruitment Manager provide s leadership, support , and vision to the Training and Recruitment t eams .

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
+ WORK EXPERIENCE: The application must clearly show three (3) years of full-time, professional experience in talent acquisition or organizational training and development , including one (1) year of supervisory/ management experience. (Less than full-time experience will be calculated on a pro-rated basis).
+ EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree in Human Resources Management , Organizational Development, or a related field. SHRM-SCP, SHRM-CP, SPHR or PHR certification preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
+ EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is seven (7) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

POSITION DUTIES
+ Develop s and execute s strategic plans in collaboration with City leadership ensuring align ment of the teams' goals with City priorities.
+ Mentor s , coach es , set s performance goals, conduct s regular evaluations, and provide s constructive feedback to team members.
+ Oversee s and participates in the planning and execution of recruitment and training strategies , ensuring deadlines are met and projects align with Citywide goals and workforce needs.
+ Collects and analyzes data to maintain current understanding of candidate availability and the demand for candidates in all areas of city operations.
+ Educates internal and external customers on the recruiting and selection process through ongoing engagement.
+ Ensures training materials and evaluation tools are objective , effective , and job related.
+ Establishes train - the - trainer, coaching , and mentorship programs to foster continuous learning and upskilling of the City workforce.
+ P rovides expertise in curriculum trends, and best practices for ongoing professional development in the areas of leadership, management, policy compliance, and upskilling.
+ Coordinates with subject matter experts or external trainers to provide specialized training.
+ Develops training policies and ensures consistent implementation across departments.
+ Analyzes training feedback and performance data to identify gaps and make improvements.
+ Promotes the City as an employer of choice by highlighting its culture, values, and benefits.
+ Performs other tasks and duties as required .
