Training Delivery Specialist IIOverview:
The Training Delivery Specialist coordinates and monitors the delivery of Diplomatic Security Training Center (DSTC) training activities as well as provides instruction in DSTC subject matter areas.
Primary Responsibilities: Coordinates all operational and administrative delivery aspects of his/her training activities; Coordinates instructor staff and facilities for training activities, monitors and helps to evaluate performance, and coordinates evaluations with the Program Manager; Provides orientation, preparation, and administrative and logistical support; Articulates tasks supporting training delivery and provides guidance on how to perform them; Works with Subject Matter Experts (SMEs) to draft reports on training delivery, highlight deficiencies, and make updates to training plans, course materials, and instructional methods in accordance with DSTC standard operating procedures and Federal Law Enforcement Training Accreditation (FLETA) standards; Liaises with appropriate offices to support the procurement of equipment and services and budget preparation for training activities; Maintains course metrics, statistics, and associated materials for organizational reports and submits reports and records in a timely manner; Evaluates the impact of planned or projected changes in programs and associated training requirements; Serves as a subject matter expert (SME) and instructor in one or more of the specialized subject matter areas covered in DSTC training; Identifies new training opportunities within the scope of DSTC goals; Operates U.S. government vehicles as necessary in the performance of assigned tasks; Performs other duties as assigned related to achieving either training delivery, instruction, or other DSTC requirements; Employee is expected to work independently according to established policies and accepted practice. Supervisory Responsibilities: None. Education and/or Experience: An Associate’s degree preferred; together with five (5) years experience in administrative or program management in a federal agency or an organization providing security and/or law enforcement services or training Minimum three (3) years of instructor experience, plus three (3) years of experience in DSTC subject matter areas of instruction. Knowledge, Skills, and Abilities: Knowledge of adult learning principles, course development, classroom and practical instructional presentation methods and methods for evaluating training effectiveness Completion of a recognized instructor development training course preferred Intermediate knowledge of and experience with administrative and/or program management functions Knowledge of State Department administrative management, international politics, or law enforcement, travel coordination and events preparation preferred Must have effective interpersonal skills for interacting with various subject matter experts and officials at all levels, and for exchanging information and coordinating work with others within and outside DSTC Must be highly organized with good oral and written communication skills (in order to prepare formal correspondence and various reports, and present training to a variety of audiences) Must be able to handle multiple tasks simultaneously in a fast-reacting, adaptive workplace where flexibility and self-initiative are expected Must be able to work in unpleasant or adverse environmental conditions, such as extreme hot and cold Must hold a valid driver’s license and be willing and able to drive official US Government vehicles up to and including 16 passenger vans Proficiency in using Microsoft Word, Excel, PowerPoint, and Outlook is required. Security Clearance: Must be a U.S. citizen Possess or be able to obtain/maintain a SECRET security clearance. Physical Demands:The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc.
Travel:Travels as necessary to other U.S. and foreign training sites, though it is not expected that such travel will exceed 25% of total work time.
