Assist in establishing schedules, staffing and reporting requirements; and ensure program meets stated objectives. This position will work primarily in the GEMA/HS training office at the GEMA/HS Training Facility located in Forsyth, Georgia but will travel statewide as needed. Assist in evaluating the effectiveness of training programs. Prepare reports that address the effectiveness of each program offered. Assist in developing, for review and adoption, clear and concise policies related to assigned courses. Assist in maintaining a major emergency management accreditation project. Assist in the maintenance of training records and information. Assist in managing a statewide training program involving county emergency management offices and state agency emergency coordinators. Other responsibilities include serving as the Help Desk for those requesting assistance with the Training Registration System (TRS), record maintenance, and report preparation. Duties include frequent contact with representatives of other agencies and organizations. Performs specific job-related functions to include the following: a) Assist users of the TRS and input of course records. b) Responsible for overseeing and maintaining training equipment used for field delivered and in house offered courses. c) Assist with the administration of the Georgia Certified Emergency Manager (CEM) Program. d) Assist in the administration of the State Canine Search and Rescue Licensing Program. e) Assist GEMA/HS Training/Exercise Manager in managing GEMA/HS field delivered training courses and coordination of all GEMA/HS provided trainings f) Assist GEMA/HS Training/Exercise Manager with monitoring and facilitation of online/virtual course deliveries. g) Work assigned position during State Operation Center (SOC) activations. Minimum Training & Experience: Eligible to obtain Georgia Basic CEM. Four years of experience in planning, developing, and delivering diversified peace officer, corrections, fire service, EMS or rescue training applicable to the area of assignment. POSITION SPECIFIC QUALIFICATIONS : Vocational/Technical degree in a directly related area from an accredited college AND Two years of experience providing educational, training or instructional services to functional area OR High school diploma or GED AND Five years of area specific experience. Ability to travel overnight and statewide as required by the position. Preferred Qualifications: Bachelorโ€™s degree in emergency management, Public or Business Administration, Planning or a related field from an accredited college or university. Experience sufficient to demonstrate a thorough understanding of emergency management agency functions, preferably at a state or federal level, and the operational activities of emergency operations center, public safety communications, and emergency management and public safety agencies in general. Experience sufficient to demonstrate a thorough understanding of emergency management agency preferably at a state or federal level, and a minimum of one of the following: Hazardous Materials operations, operational activities of emergency operations center, emergency management, or public safety agencies in general. Good knowledge of the Incident Command System (ICS), with a working knowledge of the National Incident Management System (NIMS) as developed by the Federal Department of Homeland Security (DHS). A working knowledge of the Federal National Response Plan, Stafford Act, and Georgia Emergency Operations Plans and Emergency Support Functions. High school diploma/GED and one (1) year of experience in a support role providing coaching, mentoring or related job duties and knowledge of functional business area where training is to be provided.
