Under the direction of the Training Specialist 2, the Training Specialist 1 will directly coordinate and execute training courses and programs to localities, counties, and State agency partners in New York State ensuring that the trainings offered are following New York State OEM policy in relation to Diversity, Equity, Inclusion and Accessibility (DEIA), individuals with Disabilities and Access and Functional Needs (DAFN), Vulnerable Populations, and community outreach. Duties include but are not limited to: • Develop and present training courses in emergency management training programs. • Inform state, county and local emergency management partners of available training and educational opportunities. • Work across OEM sections and partners, in developing emergency management training programs that will optimize disaster preparedness. • Provide fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals. • Provide technical assistance in developing and updating training policies, and updating training manuals using appropriate resources and with assistance and review by supervisors. • Maintains web-based learning management system within an agency to record completion and analyze training needs. • Obtain program-specific, National Incident Management System (NIMS), and emergency management training to enhance existing skills. • Draft reports, correspondence and other documents as assigned. • Perform other duties as required. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.**Training Specialist level requirements:• Training Specialist Trainee 1 (equated to SG-14): A bachelor's or higher degree.• Training Specialist Trainee 2 (equated to SG-16): A bachelor's degree and one year of professional experience*.• Training Specialist 1, SG-18: A bachelor's degree and two years of professional experience*.*Required professional experience: developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Training Specialist 1, SG-18.ORCurrent New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Training Specialist 1 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
