The primary purpose of this position is: To serve as Headquarters, Continental United States (CONUS) North American Aerospace Defense (NORAD) Region (CONR)-First Air Force, Air Forces Northern (AFNORTH), and Air Forces Space (AFSPACE) Joint Exercises and Training Directorate, Deputy Chief of Service Component Command (SCC) Operations Training. Responsibilities As the Deputy, SCC Training Division, serves as the command's Education and Training Program Manager and Administrator. Applies highly specialized Air Battle Management expertise to analyze, develop, coordinate, direct and evaluate issues, and develop recommendations for senior officers to resolve critical and substantive training and readiness issues directly impacting the Homeland Air Defense, Human Space Flight Support (HSFS), other space, and DSCA missions in support of Commander NORAD, USNORTHCOM, USSPACECOM, COMACC, and CONR/AFNORTH J/CFACC within a joint operations environment. Performs supervisory duties. Schedules and grants leave. Structures assignments and assigns work to subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Prepares and delivers oral and written presentations and authoritative documents and guidance such as briefings, training sessions, consultations, concepts of operation/planning/employment and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and develop/convey information relative to proposed changes in assignments. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series, 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying a wide range of theoretical, analytical, and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of training to meet requirements of critical command plans and programs for conducting major operations such as: war, Homeland Defense, DSCA, NSSE, exercise, operational strategies and support for ground and aerial Command and Control; and Thorough knowledge of policies, procedures, and actions required to effectively develop, implement, administer, evaluate, and improve training programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the JCS JTS, the JTIMS/JTT and its applicability to the DRRS. 2. Detailed knowledge of joint and Air Force doctrine, command and control and operational concepts with particular emphasis on Homeland Defense Operations. Detailed knowledge of HQ USAF, Air Combat Command, and CCMD procedures relating to effective training program management to include curriculum development, training and lesson plans, testing and measurement systems and techniques. Detailed knowledge of the educational methodology, procedures, and techniques used in the design, development, and production of full-length courses in Homeland Air Defense. 3. Expert knowledge of the application of Air Battle Management expertise as it applies to assigned weapons systems. Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, Homeland Defense, DSCA, NSSE exercise, and operational strategies and support for AOC. 4. Skill in designing and conducting comprehensive surveys and studies and preparing solutions to resolve critical and substantive problems and issues of effectiveness and efficiency of work operations in major command programs. 5. Ability to plan, organize and negotiate effectively with senior military officers and civilian management to accept and implement recommendations, where proposals involve critical and substantial resources, and require extensive changes in established concepts and procedures. Ability to interpret and deconflict frequently conflicting guidance from multiple sources; transforming it into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situations, develop courses of action for execution with impacts, and implement directed actions upon approval. Ability to draw together diverse concepts; communicate effectively, both orally and in writing; negotiate and mediate complex issues; and maintain good working relationships. 6. Ability to plan, organize, direct, and communicate effectively, both orally and in writing, to a small staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
