Training Technician
Summary This position is located at the NCA Training Center in St. Louis, MO. Responsibilities Manages the establishment and control of the academic records for the NCA training program. Sets up and maintains databases to collect and analyze training records (ie. course attendance and scores), instructor/course materials, and program data. Responsible for the integrity of data-entry in the databases associated with the duties of the position. Performs audits and prepares reports based on information from the records for recurring and non-recurring special assignments/reports. Manages control of current and complete files of general and specific directives and work instructions for the National Training Center (NTC). Performs technical duties and support associated with developing, revising, and/or maintaining training courses. Analyzes proposed changes to course offerings based on feedback from Subject Matter Experts (SME), course evaluations, and/or stakeholders and determines effects on NTC availability and the ability of instructors/SMEs to accomplish assigned training sessions. Reviews the NCA annual training catalog course offerings to ensure number of offerings meets compliance with annual mandatory training requirements for employees. Ensures learners understand and complete pre-requisite requirements for training. Evaluates and/or acquires audio-visual aids and computer-based software for use in training programs. Researches new curriculum that can be utilized for free and/or purchased or identify curriculum that needs to be created to continue to meet agency needs. Designs and prepares training job aids, multimedia visuals aids and presentations. Provides consultative or technical support to agency personnel regarding the planning, scheduling, and delivery of training programs. Identify training needs by consulting with stakeholders using needs assessments. Conducts special projects or studies which serve as the basis for recommending changes in program policies or operations. Maintains status information concerning logistical requirements for each course/session, evaluation data, facilitates, and course development and revision milestones. Assists in the administrative functions related to course registration, delivery of courses and follow-up. Provides technical support to participants and instructors for courses taught at the NTC to include operating and maintaining share drives, web conference equipment and coordinating with learners to ensure pre-work/pre-requisite requirements are achieved. Coordinates cadre of course facilitators, including working with both internal employees and training vendors to develop and deliver training. Summarizes evaluation reports evaluating instructional effectiveness/performance and determining the impact of training on employee skills. Review and provide feedback on ways to improve instructor guides, providing recommendations to the Instructional Systems Specialists team. Coordinate Train-the-Trainer sessions with NCA's internal facilitators. Maintains liaison with activities conducting, scheduling or supporting training requirements. Ensures completion, accuracy and availability of training materials. Maintains daily operations of NCA training evaluation program by administering assessment tools to measure training effectiveness. Assists leaders in determining links between employee training and strategic objectives. Monitors and evaluates training program's effectiveness, success and ROI periodically and reports on them. Reviews quarterly employer satisfaction and on the job performance reports received from Level three evaluation techniques to identify any issues that can be resolved by changes to the program. Monitors organizational performance data to ensure training is meeting organizational needs and improves performance. Assess training needs for new and existing employees. Analyzes, extracts and identifies significant trends and issues and communicates with Training leadership. Work schedule: Required to work Monday through Friday. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. Must be 508 Trusted Tester Certified You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Intermediate knowledge of a wide variety of instructional program planning methods and techniques enough to plan total support requirements (ie. Personnel, equipment, facilities, and other resources). This position requires knowledge and skill in utilizing evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill is applying fact-finding, analytical and problem-solving methods and techniques to identify program problems, drawing conclusions and recommending appropriate action/solutions to improve program effectives and efficiency. Skill in oral and written communications enough to prepare and present recommendations and facilitate training courses. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Work Environment: Work is usually performed in offices, meeting rooms, classrooms or similar settings involving everyday risks or discomforts.
