TRAINING TECHNICIAN (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN (TITLE 32), Position Description Number D2702000 and is part of the IL 126, National Guard. Responsibilities As a TRAINING TECHNICIAN (TITLE 32), GS-1702-7/9, you will schedule all formal initial skill, refresher and proficiency training for both officer and enlisted members, which include providing staff planning and multi-level assistance to ensure that required military training objectives are achieved for all assigned units. Major Duties - This is NOT an all-inclusive list: Verify member eligibility, course availability, and validates school orders, travel orders, PCS procedures, and pre-requisites are properly complied with in-accordance with National Guard Bureau (NGB) guidance. Primary liaison with units and members for in and out-processing Formal Training Schools. Primary liaison with ANG liaisons on all issues that arise concerning members at Formal Training. Validate course attendance is complete and update in the proper systems. Assist in all aspects of Education, Training and Distance Learning Programs. Assist with the enlisted training program by establishing and implementing unit training plans, policies, and procedures. Develop procedures to ensure upgrade/withdrawal actions are accomplished. Administer the "Air Force Training Course" program, training personnel to teach this course, and instructing the course as required. Manage formal schools training budget, to include all formal schools and Mission Essential Skills Training (MEST). Serve as resource advisor for budget of formal school workdays and travel resources. Coordinate with higher headquarters for days and dollars pertaining to MEST. Analyze annual Formal Schools workday guidance and annual MEST guidance to determine implementation requirements and coordinates/monitors for budgetary changes and advises Wing leadership at all levels on prioritization of available resources. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Work may potentially require the employee to be exposed to search and recovery operations in direct response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Minimum Rank E4 - Maximum Rank E7 GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year of specialized experience equivalent to at least the next lower grade of GS-7; knowledge of Army or Air Force education and training programs regarding their principles and procedures: experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; experience in the capabilities of communicative interpersonal skill applications and distance learning concepts; experience as a participant and presenter during training and military or civilian conference events. GS-7 Level MUST possess at least 1-year of specialized experience equivalent to at least the next lower grade of GS-6; knowledge of Army or Air Force education and training programs regarding their principles and procedures: experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; experience in the capabilities of communicative interpersonal skill applications and distance learning concepts; experience as a participant and presenter during training and military or civilian conference events. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
