Transit Grants Analyst I or II - ( 24000258 ) **Description** **PURPOSE OF POSITION:** **_Transit Grants Analyst I:_** Under the direction of the Director-Transit, holds responsibility for fiscal management of Transit grants including writing and maintaining all Federal Transit Administration (FTA) and state grants with their required reporting regulations. Assists with project management of Transit capital and non-capital projects. Monitors operations of the Access Express complementary paratransit system and related reporting and documentation. **_Transit Grants Analyst II:_** Under the direction of the Director-Transit, responsible for management of Transit grants including writing, submitting and maintaining all aspects of responsibility including fiscal for all Federal Transit Administration (FTA) and state grants. Responsible for completing timely required reporting regulations and compliance. Assists with project management of Transit capital and non-capital projects. Collects, compiles, and prepares reporting of data for transit system utilization. Monitors operations of the Access Express complementary paratransit system and related reporting and documentation. **ESSENTIAL JOB FUNCTIONS:** **_Transit Grants Analyst I:_** 1. Responsible for filing and administration of all the federal and state transit operating and capital grants. All federal grants are electronically filed and maintained with FTA on the Transit Award Management System (TrAMS) and payment requests are filed electronically on Electronic Web Payment System (ECHO). Researches, analyzes, and assists with implementation of federal, state, and local rules and regulations related to operation of the transit system. 2. Prepares annual Transportation Improvement Programs (TIP) and Unified Planning Work Program (UPWP). Represents City Utilities on local coordinating, ADA, and planning committees as assigned. Collects, assembles, and submits data regarding utilization and operation of the bus system. Prepares reports and studies of the transit operation. 3. Coordinates with Director – Transit in the preparation and administration of the Transit Services Department's annual budget and long-range plan in conjunction with grant applications and anticipated revenues. Prepares monthly, quarterly, and yearly reports required in the FTA regulations. Maintains files and records of grant applications and status reports regarding grants. Responsible for tracking Transit capital and non-capital budget expenditures for both FTA and non-FTA funded projects. 4. Responsible for responding to APTA, FTA, MoDOT, and Missouri Department of Social Services (MOHealthNet) reporting requirements on a monthly, quarterly, and annual basis and submit surveys from these organizations, as requested. 5. Prepares and maintains statistical information for the filing of monthly National Transit Database Safety and Security Reporting and annual National Transit Database Reports. Assist with obtaining passenger mile and unlinked passenger trip statistical samplings for both fixed route and paratransit systems and report that data to the FTA. 6. Assists with financial management of various Transit capital and non-capital projects including development of an RFP through completion of the project. 7. Ensures compliance with the transit related portion of the Americans with Disabilities Act (ADA) by meeting with local organizations and ensures compliance with the ADA paratransit plan and policies and procedures of both fixed route and paratransit service. 8. Assists Transit Management with operation of the paratransit system by approving rider applications, controlling subscription appointments, monitoring no-shows and cancellations, and addressing customer problems. Monitors the paratransit system operation to assure compliance with FTA and ADA regulations. Responsible for the MOHealthNet contract and related monthly billing reports. 9. Reconciles cash farebox deposits with electronic farebox and bank deposit reports. Assists with preparation and review of monthly Transit Statistics report related to revenues and ridership to provide to Director-Transit and CU’s Finance and Rates staff. 10. Assists internal auditors on the preparation of the FTA Biennial Inventory and retirement of transit assets. Maintains and updates Transit’s asset records for FTA, CU’s Internal Audit, and CU’s Plant Accounting Departments. 11. Responsible for City Utilities’ compliance with FTA’s Triennial Review every three years. Works with the Triennial Review Contractors and FTA staff on grant compliance requirements. Assists external auditors on the annual Single Audit Report for City Utilities’ financial compliance requirements reported to FTA. 12. Develops and administers required Title VI and Limited English Speaking (LEP) Plans and manages CU’s compliance with these programs. 13. Performs other related duties as required or assigned by management. **_Transit Grants Analyst II:_** **In addition to the Transit Grants Analyst I, a Transit Grants Analyst II has increased ownership in the tasks and responsibilities listed above. The following will be expected of the Transit Grants Analyst II: 1. Supervises Information Coordinator and Transit Coordinator and conducts annual performance reviews. 2. Administers 5310 program including grant management, identifying sidewalk projects and seeking funding partnerships with City of Springfield. 3. Participates in ongoing training from FTA and National Transit Institute (NTI). 4. Provides backup to Director-Transit as necessary and may assume additional responsibilities in their absence. **QUALIFICATIONS:** **Education and Experience:** **_Transit Grants Analyst I:_** Bachelor’s degree in Accounting, Finance, Auditing, Grant Management, Business Administration, or related field is required. A minimum of two years’ experience in project administration, application for and administration of federal and State of Missouri grants, and contract administration is required. Four years' experience in financial analysis or accounting functions is preferred. **_Transit Grants Analyst II:_** Bachelor’s degree in Accounting, Finance, Economics, Grant Management, Business Administration, or related field is required. A minimum of two years’ experience in project administration, application for, and administration of federal and State of Missouri grants, and contract administration is required. Five years' experience in financial analysis, accounting or business-related field is required. Supervisory and/or Utility experience preferred. **Licensing/Certification:** **_Transit Grants Analyst I and II:_** Must have a valid Missouri driver’s license (minimum Class F). **_Transit Grants Analyst II:_** MBA, CGMA, CPA, CMA or similar advanced degree or certification preferred. **Knowledge, Skills, and Abilities:** **_Transit Grants Analyst I and II:_** * Excellent mathematical and/or statistical abilities. * Excellent oral and written communication skills. * Ability to: o Establish priorities and be well organized (goal and project oriented). o Relate knowledge to long- and short-range needs of the Utility. o Work under pressure, meet deadlines, and schedule work for timely completion. o Handle sensitive information in a highly confidential manner. o Be part of a team and have excellent interpersonal skills with the aptitude to build and maintain positive relationships at all levels in an organization. o Interact respectfully with individuals across all levels of an organization, internally and externally. o Communicate clearly, concisely, and convey technical information in non-technical terms. o Successfully navigate various electronic programs including, but not limited to, Microsoft Office Suites, other applicable information technology applications, and self-service platforms. o Make independent decisions based on standard policies and practices. o Maintain adherence to all company policies. * Knowledge and understanding of the operation of a transit system. **_Transit Grants Analyst II:_** * Ability to ensure EEO/AAP compliance according to CU’s policy 2.29 as well as all other company policies. **_Transit Grants Analyst I and II:_** **Physical Requirements:** Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. **Working Conditions:** Duties are primarily performed in an office environment. Occasional night and weekend work required.
