Position Specific Description
The Dispatcher - Bulk Electric System (BES) is responsible for ensuring continuity of service, monitoring power system parameters, and using available controls (capacitor & inductor banks, generators, transformers) to keep these parameters in normal operating range twenty-four hours a day. The Dispatcher - BES must remain alert to the changing conditions of the power system by monitoring many sources of information. The Dispatcher - BES must determine the proper course of actions to take during an interruption or emergency and then safely restore service in a timely manner under the direct supervision of the Power Supply System Operator. The Power Supply Dispatcher - BES works under the direct supervision of the Power Supply System Operator.
Requirements for job:
Must have held positions in the electric utility industry or qualified as a Substation Electrician, Protection and Control (relay) Engineer, Transmission Lineman, Distribution Dispatcher, Power Plant Operator or Maintenance Leader or industry equivalent.
Must be able to successfully attain the NERC Transmission Operator or Reliability Coordinator certification within six months of hire and maintain this certification.
Must be able to complete the Load Dispatcher Training Program requirements and Board Review. Must be able to successfully complete the Substation Switching training course and maintain this qualification.
Must be able to work a variety of hours/days from the continuously rotating shifts.
Must be able to read and interpret prints and procedures.
Accountabilities:
-The individual in this position has the responsibility to protect lives and equipment and make sure that every switching order and clearance is safe and accurately written.
-Process requests for all equipment, research feasibility, write switching orders and all clearance related paperwork, and ensure proper and safe release before placing equipment back in service.
-Restore and/or direct restoration of interruptions to the transmission/substation system under the supervision of the System Operator.
-Direct the operation of FPL's generator voltage levels as needed for the reliable operation of the power system under the supervision of the System Operator.
-Understand and comply with all NERC standards associated with the Load Dispatcher BES position.
-Must have a basic understanding of substation, transmission and power plant relay schemes in order to communicate with relay personnel regarding work that may impact the Bulk Electric System as well as be able to interpret an unplanned event in order to determine the necessary action to take.
-Work as part of a team to help each other and accept help from each other as work load shifts.
-Work in a professional environment using multiple computer terminals and multi-window PC's. Spend much of the day reading CRT screens and paperwork.
-Work independently and be self-motivated to maintain a high standard in the quality of their work.

Clearly give directives to field personnel and hear/understand the information they have gathered utilising three-way communication protocol. Work as part of a team to help each other and accept help from each other as work loads shifts. Work in a professional environment using multiple computer terminals and multi-window PC's. Spend much of the day reading CRT screens and paperwork. Monitor system alarms and take appropriate action under the direct supervision of the System Operator. Process information from many sources simultaneously and prioritize that information to make correct decisions. Handle paperwork neatly and effectively to ensure safety of field personnel. Provide training to new Dispatchers BES. Work independently and be self-motivated to maintain a high standard in the quality of their work. Demonstrate a good attitude needed to effectively operate in a supervisory capacity as outlined in paragraph 4.1 of the M.O.A.Class Code: 06289 06288
Required QualificationsMinimum Requirements for job:
Must have successfully held a position as either a Chief Substation Electrician, Senior Substation Electrician, Lead Substation Electrician, Substation Electrician, Chief Line Specialist, Distribution Dispatcher, Associate Distribution Dispatcher, Power Generation Specialist, Production Leader, Production Specialist or Maintenance Leader. Must be able to successfully attain the NERC T.O. or R.C. certification within six months of hire and maintain this certification.
