Transmission Planning Engineer (Expert - Principal Level)
**** Two Openings **** **Transmission Planning Engineer (E-IV-V)** Performs Transmission Planning studies including steady-state power flow, transient/dynamic system analysis (including EMT), and/or system harmonic and power quality assessments. Provides technical expertise and analytical support for the transmission planning activities of the Corporation by performing transmission planning studies and evaluating electrical alternatives to support transmission system reliability. Supports Corporate regulatory compliance for transmission planning and related functions. This role is responsible for: * The performance of power system modeling and analysis in assigned areas using industry standard and custom software. * The development and coordination of transmission solutions that promote system reliability and resiliency. * The development of technical reports, capital project scopes and justifications, and other procedural documentation. * Participation in industry committees and transmission planning collaboratives with other electric entities as assigned. * Coordination with capital project development and budgeting processes. * The timely completion of required deliverables with a high level of quality. Individuals in this role will experience comprehensive exposure to and gain a broad understanding of electric power system analysis, transmission system modeling, generation impacts, interregional power flows, and industry coordination practices. **Principal Transmission Planning Engineer (E-VI)** Direct certain Transmission Planning activities of the Corporation by providing work direction, reviewing work products, and managing Departmental programs supporting the Corporation's transmission interests in two primary areas: 1) generation interconnection and transmission service studies/issues, 2) planning of the Bulk Electric System (BES) to meet forecasted demand and delivery obligations. Perform expert-level technical analyses to evaluate load/generation additions, dynamic/transient system response, transmission system capacity, and/or other analyses as assigned. Develop and/or approve transmission plan/project recommendations that support internal and external approval for the release of capital transmission construction projects involved with the primary areas listed above. Represent the Corporation on internal and external teams, committees, and industry groups. Promote a culture of compliance, quality, and continuous improvement. Provides expert technical advice in developing recommendations to executive staff. This role is responsible and accountable for: * The quality and timeliness of all work products in assigned areas. * Ensuring all analyses adhere to applicable NERC Reliability Standards, Georgia Integrated Transmission System (ITS) Guidelines and Procedures, and internal processes. * The training and mentoring of other transmission planning engineers with respect to assigned areas. * Perform a lead role in developing positions that support corporate strategic goals and in resolving issues internally and externally. Individuals in this role will serve as a subject matter expert and a primary point of contact for the Bulk System Planning department in their assigned technical area(s) as well as lead departmental efforts in the performance of complex technical analysis, R&D initiatives, and inter-company transmission planning coordination obligations. **REQUIRED QUALIFICATIONS:** **EDUCATION:** Bachelor of Science in Electrical or Computer Engineering. **EXPERIENCE:** **E-IV (Expert):** Six (6) Years of experience (four (4) years with a PE License or MSEE degree) in Power Systems with at least three (3) years in Transmission Planning **E-V (Senior):** Eight (8) Years of experience (six (6) years with a PE License or MSEE degree) in Power Systems with at least four (4) years in Transmission Planning **E-VI (Principal):** Minimum of ten (10) years of progressive engineering experience (with eight (8) with a PE license or MSEE degree) in an electric power system environment with at least six (6) years in Transmission Planning or other related Power Systems disciplines. Working knowledge of mandatory ERO Reliability Standards and experience in a key leadership role is required. Process design and procedure writing along with experience in the preparation for and coordination of compliance audits are desirable. **EQUIVALENT EXPERIENCE:** Equivalent experience will be considered on a case-by-case basis **Must be able to pass a NERC CIP personnel risk assessment screening.** **About Bulk System Planning Department** Georgia Transmission Corporation's Bulk System Planning department performs the transmission planning activities of the Corporation. These activities consist of technical analysis, using industry-standard software, of the Bulk Power System in Georgia to evaluate steady-state and dynamic/transient phenomena and characteristics of the system. The department is primarily responsible for conducting transmission planning studies, evaluating alternative transmission expansion plans, assessing transmission impacts of generation resources, initiating capital projects to construct and/or modify high voltage transmission facilities, and performing regional and inter-regional transmission planning coordination with other electric utilities.
