**Construction Services - Transmission Specialist (Fiber) Job Description:**
**Job Summary**
This position is responsible for statewide planning, coordinating, and supervising multiple projects within Georgia Power Company Transmission Construction. A Specialist is responsible for estimating, scheduling, and monitoring contractor performance to ensure safety, quality & production.
The vendor activities may include: civil grading, foundation installation, silvicultural / initial clearing activities, geotechnical drilling & testing, counterpoise, directional boring/ trenching, and environmental compliance. The candidate should have working knowledge of construction project standards including excavation best practices, various foundation types, concrete & asphalt work, ACI & ASTM standards, counterpoise specifications, surveying, USACE Standards, & NPDES GAR 100002 permitting. In addition, the candidate should have excellent communication skills and working knowledge of industry software. Applicant must understand civil design drawings, especially in the areas of topographical cut/fill, erosion control, and construction layout. Candidate must ensure that work is completed safely and that it stays in compliance with industry specifications and environmental regulations. Applicant must be able to effectively articulate these activities to property owners, contractors, project managers, GPC management, and represent the company in a professional manner. The candidate must be able to utilize appropriate accounting principles to ensure appropriate project spend. This position is based in Forest Park, GA, but will involve considerable statewide travel & routine overnight stays throughout the state of Georgia.
**Job Requirements** (Education, Experience, Knowledge, Skills)
**Education Level & Experience Requirements**
+ High School Diploma / GED. 5 years’ experience in related field preferred
+ 4 year or higher degree in Civil Engineering, Civil Engineering Technology, Construction Management, or Forestry. 5 plus years’ experience in related field preferred.
**Job Responsibilities**
+ Take responsibility for safety and be a mentor on safety rules and work practices
+ Monitor activities of multiple contract personnel on capital projects
+ Serve as a subject matter expert in designated areas
+ Report status of projects back to supervisor
+ Ensure documentation of time for personnel and equipment is correct when submitted for payment
+ Distinguish differences between Georgia Power Company safety rules and contractor safety rules
+ Work closely with Supervisors and Schedulers to assign contractor resources
+ Audit and approve invoices
+ Attend location / solution team meetings, pre-engineering meetings to provide expertise on constructability and cost impact
+ Schedule and facilitate bid process (bid packages and pre-bid meetings)
+ Schedule and lead pre-construction meetings
+ Verify and provide estimates
+ Provide daily work direction to other employees
+ Select and assign contractors to projects and monitor contractor performance
+ Provide construction expertise to engineering and design
+ Scheduled contractor resources
+ Must be available to work assigned storm duty, which could include evenings, weekends, holidays and overnight travel
**Knowledge, Skills & Abilities**
+ Project estimating and planning
+ Proficient knowledge of Civil Construction methods and industry standards
+ Excellent computer skills using all MS Office products required as well as GIS based programs.
+ Ability to manage time, numerous statewide projects and meet short deadlines
+ Working knowledge of contract administration & accounting principles
+ Working knowledge of contract administration as it relates to monitoring civil contractor construction activities
+ Working knowledge of civil construction methods and standards as it relates to grading and excavation, surveying, and directional boring.
+ Ability to interpret and enforce easement rights and other legal documents.
+ NPDES / GASWCC (blue card or higher) Certified
+ Excellent interpersonal and communication skills, both oral and written
+ Planning and Project Management Skills
