TRANSPORTATION ASSISTANT (PERSONALPROPERTY/OA)
Summary The primary purpose of this position is to serve as a database systems assistant for personal property computer systems at a large Joint Personal Property Shipping Office (JPPSO), providing support within a regionalized area of responsibility, consisting of nine states, Central America, South America, and Mexico. Responsibilities Provides Regionalized Personal Property Processing Office (PPPO) Program and Project Support. Executes personal property computer systems support to Joint Personal Property Shipping Office-South Central (JPPSO-SC) and 31 PPPOs. Maintains critical liaison with personnel of other agencies, Transportation Service Providers (TSPs)/contractors, and PPPOs in performance of JPPSO-SC back-office functions. Provides a full-range of counseling services to PPPOs on entitlements for shipment and storage of personal property, privately owned vehicles, including specialized items, to domestic and overseas locations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation rules, procedures rates or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the personal property function. Knowledge of transportation instructions and regulations that relate to the movement of a wide range of specialized personal property shipments. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of automated data processing functions, techniques and capabilities. As well as functions, such as storing and retrieving documents or files; printing documents; inserting and deleting text items; producing letters and memorandums; entering data into a predefined spreadsheet; and transmitting and receiving electronic mail. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and limitations/capabilities of the different transportation modes. Knowledge of government and multi-service/United Stated Coast Guard transportation regulations, policies and guidelines, including Comptroller General Decisions and traffic management policies and procedures. Extensive knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate. In-depth knowledge of automated data processing functions, techniques and capabilities including UNIX and Oracle operating systems, relational database principles, SQL, microcomputer operation and the network operating system. Skill and ability to utilize technical and functional expertise and experience with developing and recommending solutions to complex transportation problems and initiatives. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions. Also, have the ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
